Service Excellence Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite Completes all required training and professional development sessions sponsored through Tarrant County College (TCC) Supports the mission, values, goals, and principles of the College SupervisionWorks under the general supervision of the Executive Director of Real Estate and Facilities

Required Minimum Qualifications Bachelor’s degree in construction management, architecture, engineering, or related fields Ten (10) years of experience related to the Essential Performance Requirements Three (3) years’ experience supervising (e.g., managing, evaluating the performance of others) Preferred Qualifications Master’s degree Current Project Management Professional Certification- PMP Licensed Architect Knowledge, Skills and Abilities Skilled in excellent customer service and interpersonal skills Ability to work cooperatively and collaboratively with college faculty, staff, and administrators Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software Ability to effectively communicate ideas and information in written and oral format Physical Demands and Work Environment Physical DemandsThe physical demands described here are representatives of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. The employee is occasionally required to stand, walk, and climb or balance. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Position Information Job Title District Director of Capital Improvements Posting Number F006406 Position Status Full Time Grant Funded No Category APT Class Code 11 Starting Pay $114,514 Special Note Commensurate with education and experience Location Northeast Department DT Associate VC Real Estate Job Summary Reporting to the Executive Director of Real Estate and Facilities (EDREF), the District Director of Capital Improvement is responsible for providing effective executive leadership for District-wide management and coordination of all Capital Improvement Programs to include design and construction services. This leadership position is responsible for setting the vision, goals, and business framework for the Facilities Planning and Development Division, and effectively delegating those expectations to the staff. This position will also serve as a subject matter expert. Primary Duties and Responsibilities Essential Performance Requirements* Oversees and participates in all aspects of planning and development for TCCs Capital Improvement Plan (CIP) Sets division framework and expectations for the implementation and direction of activities related to feasibility studies and facility assessments Responsible for orchestration of means and methods used to monitor and evaluate professional service resources used to support the CIP Establishes the framework for the effective implementation and assessment of standardized project management processes, including project documentation and methodology, project tracking, and reporting procedures Establishes and ensures the incorporation of design standards, administrative procedures, and education specifications Sets the expectations for meeting attendance with design and construction professionals during appropriate phases of the projects, and makes recommendations for improvement Develops procedures to ensure effective execution of program budgets, schedules, estimates, value analysis, design and constructability reviews, change orders and directives, construction surveillance and administration, payment management, project close-out, and all administrative requirements necessary to complete the work (including warranties) Ensures required construction program and project records are maintained in a timely and orderly fashion, including logbooks, reports, shop drawings, meeting memos, and all other records essential to the effective management of the facilities program Creates the standards for implementation and assessment of the document management system for all program and project records Oversees control inspection programs regularly during design and construction phases to ensure high standards of performance and quality workmanship in a timely mannerGeneral Supervision and Management Leads and supervises the capital improvement staff to ensure excellent and timely service for all TCC students and employees, including coordination of program/projects to minimize interruption to academic programs Responsible for project assignments, staffing requirements, and effective resource management Oversees program/ project management on all capital improvement projects from design to construction
