District Child Evaluation Specialist
Job Title:  District Child Evaluation Specialist Qualifications: Be employed by the Point of Entry to conduct screening, evaluations, and assessments, and provide consultation to service coordinators and initial evaluations. Must meet the minimum highest entry-level requirements for one (1) of the professions identified in subsections 902 KAR 30:150; have two years’ experience working directly with young children birth through (2) years of age, including children with disabilities or atypical development; have one (1) year of experience in using standardized instruments and procedures to evaluate infant and toddlers birth through two (2) years of age, completed as part of formal training or in supervised practice; and be approved by the cabinet in accordance with KRS 200.666(1). Hours: Monday through Friday 8:00 am until 4:30 pm.   Other times may be required with the job or adjusted by your supervisor. This position reports directly to the POE/LLA Manager. Summary of Job Duties: The District Child Evaluation Specialist (DCES), as part of the Point of Entry team shall work to enhance the quality and appropriateness of Kentucky Early Intervention Services (KEIS). DCES conducts comprehensive evaluations for children to determine eligibility for early intervention services; gather and analyze developmental, education, and medical information from various sources, including families and professionals; work with the service coordinator to develop a understanding of each child’s needs; provide guidance and resources to families, helping them understand the evaluation process and their child’s developmental needs; prepare detailed reports summarizing evaluation findings and recommendations for services; assist in the development of individualized services plans, ensuring appropriate services are provided; and ensure that all evaluations and services comply with state regulation and maintain accurate records. Essential Duties and Responsibilities:   + The DCES shall: Ensure there is a completed developmental screening for children referred to KEIS for suspicion of a developmental delay using a Cabinet-approved screening protocol. + Determine the disciplines needed for eligibility determination and, in collaboration with the service coordinator, coordinate  the multidisciplinary evaluation and any further assessment when needed. + Complete Five Area Assessments (5AA) using a Cabinet-approved, criteria-reference instrument with children who have a diagnosed established risk (ER) condition. + Conduct initial evaluation as specified in the DPH/POE contract. + Ensure a health assessment is entered on TOTS. + Synthesize all information gathered on a child and determine eligibility. + Provide input to the development of initial IFPSs by attending the IFSP meeting in person or by consulting with the assigned SC to review evaluation and family assessment results. + Review all protocols and written evaluation reports from contracted primary level evaluators to ensure quality. + Facilitate the Record Review process for the district. + Be subject to periodic and ongoing review by representatives from the KEIS program to ensure their work demonstrates knowledge of child development and adherence to KEIS program standard. + Seek technical assistance when needed from the Record Review team. + Assist the SLA, POE Manager, and other POE staff in ensuring the provision of quality services in the district withing required timelines. + Participate in training as outlined by the SLA. KEIS program reserves the right to require additional training, increased monitoring and/or replacement of a District Child Evaluation Specialist.                                                               + Possess a valid Driver’s License and maintain a safe driving record if required for job performance. While performing the duties of this job, the employee occasionally works in outside weather conditions, may be off-site from normal office location or placed at a Residential Program. The noise level in the work environment is mild to moderate. Environmental Data and Job Hazards:   + Hours of work are structured 7.5 or 8.0 hour blocks of time but may be subject to irregular and/or flexible hours based on needs or demands. + Position may require duties to include routine or reasonable anticipated tasks or procedures where there is a degree of actual or potential exposure to blood or other infectious materials. + All staff are required to participate in yearly trainings regarding infection control and safety in the environment including hazardous waste and blood borne pathogens. + All new staff must attend training regarding handling physical, verbal threats, acts of violence or other escalating and potential dangerous situations including when police need to be summoned. + All staff must be certified in Cardiopulmonary Resuscitation within one month of employment and maintain the certification, if providing direct care.
