Disbursement and Receivables Analyst
Summary This position is located with Bonneville Power Administration, in Accounts Payable and Receivable (FTOA) organization of Finance Operations (FTO), Financial Strategy and Operations (FT) Finance (F). A successful candidate in the Disbursement and Receivables Analyst position will serve as an analyst responsible for key analytical support, providing adequate and auditable processes, systems and procedures to ensure financial operations. Responsibilities As a Disbursement and Receivables Analyst, you will: Perform analyses and reporting of various metrics within the organization based on customer expectations and business driven requirements. Develop and implement sampling techniques and methodology to aid in determining what payments vouchers will be reviewed post payment. Responsible for the accuracy of payment and collection data that flows from financial systems into the organization ledger. Support application projects by providing process and data management expertise. Represent the organization in meetings, briefings, presentations, working groups, task forces, and conferences in efforts to obtain all viewpoints regarding proposed policies. For positions with a remote duty location (i.e. location negotiable), employees MUST reside within the contiguous U.S. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11, in the Federal service. Specialized experience is defined as: 1) analyzing and evaluating work processes and procedures providing funds control; 2) ensuring accounts payable and receivable operations comply with regulatory requirements; and 3) utilizing financial systems to enter and update data, create and pull reports for payment operations. Accounting Operations Compliance Federal Funds Processing Financial Systems "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. To receive selection priority for this position, you must: 1) meet the eligibility criteria; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
