POSITION INFORMATION There is currently one (1) vacancy which may be filled as a result of this recruitment process. The eligibility list established may be used to fill additional vacancies that occur within twelve months (the term of the list). Positions generally work eight (8) hours per day, five (5) days per week, and twelve (12) months per year.

GENERAL PURPOSE

Under administrative direction, plans, organizes, directs and evaluates the programs, activities and personnel of the District’s student transportation programs; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This class has administrative, financial and management accountability for the District’s Transportation Department. With policy direction and guidance from an Assistant Superintendent, the incumbent is responsible for developing and implementing short and long range plans and strategies for meeting the District’s goals and objectives for the student transportation programs. Duties are carried out with considerable independence within a framework of established policies, procedures and guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 Plans, organizes, controls, integrates and evaluates the work of the Transportation Department; with subordinate managers, develops, implements and monitors work plans to achieve department mission, goals and performance measures; directs the development of and monitors performance against the annual department budget; manages and directs the development, implementation and evaluation of work programs, plans, processes, systems and procedures to achieve District and department goals, objectives and performance measures consistent with the District’s quality and service expectations. Plans, organizes, directs and evaluates the performance of assigned managers and staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; provides compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission laws and rules, human resources policies and collective bargaining agreements. Provides leadership and works with managers to develop and retain highly competent, service oriented staff through selection, compensation, training and day to day management practices that support the District’s and department’s mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment. Plans, organizes and directs the District’s transportation program; ensures buses, trucks and other automotive equipment comply with federal and California Highway Patrol motor vehicle safety standards and regulations. Develops and directs preventive maintenance programs and ensures vehicles are in proper operat­ing condition including police, maintenance, health services, ROP, drivers’ education and grounds vehicles. Assists in coordinating programs requiring the use of District vehicles with principals, adminis­trators, department heads and other District personnel. Directs the design and adjustment of student transportation routes and schedules; assures proper distribution of schedules and routes to schools, parents and newspapers; directs the assignment and dispatch of buses for regular and special event trips. Receives, researches and resolves a variety of complaints, questions, requests or issues from District personnel, parents and the public including safety, routing, discipline, theft, maintenance and scheduling issues. Participates in a variety of District committees to represent the transportation program and ensures that the District’s transportation needs are met in an efficient and safe manner.

10.  Coordinates the District ride share commuter program; assures the program complies with regula­­tions and standards of the Air Quality Management District.

11.  Plans and directs the assignment of non driving duties to bus drivers during non driving time.

12.  Prepares and maintains a variety of records and reports related to accidents, costs, legal compli­ance, personnel, certifications and registration, hazardous materials, pupil counts, budgets and inventories; utilizes a personal computer to input, maintain and generate numerous records and reports.

13.  Researches, requisitions and purchases equipment, supplies and services.

MINIMUM QUALIFICATIONS

      Knowledge of:

School transportation operations involving the use of a large number and variety of vehicles. Methods, practices, equipment and supplies used in a vehicle maintenance program. Federal, state and local laws, regulations and codes applicable to assigned areas of responsi­bility. Principles and practices of budgeting, purchasing and maintenance of public records. Research methods and analysis techniques. Principles and practices of effective human resource management and supervision. District personnel policies and labor contract provisions. Principles and practices of sound business communications. Safe work practices and safety equipment related to the work.

10.  Computer software applications related to the work.

Ability to:

Analyze and make sound recommendations on complex management and administrative issues. Understand, interpret, explain and apply District policy and procedures governing assigned areas of responsibility. Present proposals and recommendations clearly and logically in public meetings. Represent the District effectively in negotiations. Develop and implement appropriate procedures and controls. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials. Exercise sound, expert independent judgment within general policy guidelines. Establish and maintain effective working relationships with all levels of District management, other governmental officials, contractors, vendors, employees and the public. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.

Training and Experience:

Graduation from a four-year college or university with a major in Public or Business administration, or a closely related field. And, five (5) years of progressively responsible supervisory and administrative experience in the operation of a school or public transportation system.

Graduate work in a closely related field such as Public Administration or Business Administration may be substituted for the required experience on a year-for-year basis up to two years.

Licenses; Certificates; Special Requirements:

A valid California driver’s license.

Graduate course work in a closely related field such as Public Administration or Business Administration may be substituted for the required experience on a year-for-year (one year of fulltime graduate school equals to one year of required experience) basis up to two years. Option Two: Graduation from a two-year college or university, with a majority of course work in Public or Business administration, or a closely related field; and 10 years of progressively responsible supervisory and administrative experience in the operation of a school or public transportation system; and A valid CA Class A or B Commercial Driver License, with Passenger and Air-brakes endorsements. Option Three: Graduation from a high school, G.E.D. equivalent, or higher; and 15 years of progressively responsible driving, supervisory and administrative experience in the operation of a school or public transportation system; and A valid certification as a CA certified Bus Driver Instructor; and A valid CA Class A or B Commercial Driver License, with Passenger and Air-brakes endorsements.
