Position Definition: TheDirector of Transportation Servicesshall be responsible for managing all aspects of the Transportation Department. Relationship: TheDirector of Transportation Servicesshall be directly responsible to the Assistant to the Executive Director. Qualifications: Education/Experience:
+ Bachelor’s degree, required.
+ Master’s degree, preferred.
+ Minimum three (3) years’ experience with staff management.
+ Minimum three (3) years’ experience with systems and/or project management.
+ Minimum one (1) year experience with budgeting.
+ Minimum one (1) year experience in transportation services, preferred.
+ Possession of Commercial Driver’s License with School Bus Endorsement.
Skills/Knowledge:
+ Knowledge of scheduling and logistics.
+ Demonstrates interpersonal skills for supervising staff, through patience, consistency, fairness, accountability, leadership, and understanding.
+ Demonstrates a proficient understanding and utilization of Microsoft Office Suite and other software packages for use in the Transportation Services Department.

Authority:TheDirector ofTransportation Serviceswill have the authority to perform all functions listed below in accordance with established policies and procedures. Functions/Duties/Responsibilities: To perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. + Manages all functions of the Transportation Department in an efficient and effective manner.
+ Develops and reviews, on a timely basis, annual budget using all available data.
+ Manages the assignment of staff, based on data and part/full-time status and overtime impact.
+ Works with Management Information Systems Department in developing and maintaining computer programs to enable Transportation Department to work efficiently.
+ Evaluates the need for vehicles, prepares bid specifications for new vehicles, and determines the number of vehicles required for the following school year.
+ Communicates with school districts and CLIU departments on all phases of student transportation.
+ Coordinates the adjustment to the transportation services schedule due to inclement weather, including, but not limited to, closures, delays, and early dismissals.
+ Communicates district and CLIU transportation operational changes.
+ Develops data reports and disseminates to local school districts on a timely basis.
+ Develops and updates a transportation service manual, employee handbook and transportation service timeline annually.
+ Develops and oversees the implementation of submission and approval of electronic timesheets for transportation staff.
+ Develops information pertaining to transportation services and/or budget and presents to the CLIU Board or local school boards.
+ Carries out the selection of Transportation personnel according to CLIU procedures.
+ Develops and implements procedures to efficiently handle all aspects of the transportation service.
+ Develops a positive rapport with District Representatives and CLIU Supervisors.
+ Attends state meetings to ensure compliance with applicable regulations.
+ Develops and submits for review board policies to meet the needs of the Transportation Department.
+ Facilitates collection of data and completion of all required reports for state and federal requirements to ensure proper submission.
+ Facilitates the data collection and issuance of billing to constituent districts and outside customers.
+ Develops and implements fair and consistent employment practices, in accordance with applicable Collective Bargaining Agreements, Board Policies, and/or CLIU Procedures.
+ Ensures proper training of and communication with Transportation employees.
+ Handles disciplinary issues with the assistance of the Human Resources Department.
+ Responsible for the implementation of software packages to allow for data-driven decisions and efficient operations.
+ Responsible to oversee transportation facility operations with the assistance of Supervisor of Operations.
+ Responsible for the development of reports and analysis based on departmental and organizational needs.
+ Supervises the Transportation Supervisor and Manager and other staff, as assigned.
+ Oversees and executes the requirements of Board Policies relating to practices relating to the Transportation Department.
