Duties:** **Oversight of Investigations (55%):** + Assigns complaints for preliminary inquiry and formal investigation to Investigators and manages OE Case Resolution Team workloads. + Reviews recommendations from Investigators about how cases are processed within the OE and makes the final determination, including deciding whether complaints proceed formally or informally. + Provides accurate and appropriate advisements to students, faculty and staff regarding concerns related to discrimination and harassment. + Reviews investigation plans, provides regular feedback to Investigators, and addresses issues as they arise and in order to provide direction and guidance about investigations. + Determines whether a formal investigation is warranted based on unique facts of each case (preliminary inquiry). + Reviews and approves all Notices, Preliminary Investigation Reports, Final Investigation Reports, Written Determinations, Appeals, and Sanctioning Letters, as appropriate. + Assist OE Case Resolution Team in evaluating risk factors and referring parties to other services for safety assessments and supportive remedies, as needed. + Works with University Counsel, Office of Student Conduct, Phoenix Center at Auraria | Anschutz, University Police Departments, and other campus resources/stakeholders to discuss complex and/or sensitive issues and/or personnel matters as they arise. + Communicates with parties in an empathetic, fair, and professional manner at all times. + Handles sensitive matters with a high degree of conflict with appropriate degrees of confidentiality and privacy. + Maintains organized, complete, and accurate case files in the OE's electronic case management system. **Inclusive Leadership & Supervision (30%):** + Supervises the OE Case Resolution Team and provide day-to-day strategic direction based on the OE's mission and goals, investigation best practices, and outlined University procedures in compliance with federal/state/CU Regent legislation and guidance. + Currently 4 FTE-three Civil Rights Investigators and one Intake Coordinator. + Contributes to the mission of CU Denver and CU Anschutz Medical Campus by providing leadership and consultation to other campus departments and leaders specific to compliance and the prevention of sexual misconduct, protected-class discrimination and/or harassment, and related retaliation and appropriate response when a complaint is reported. + Develops, manages, and tracks the budget for the Case Resolutions Team, including strategic financial planning and projections, budget development and management, and year-end budget analysis and close-out. + Oversees strategic staffing and creates a strategic professional development and staff retention plan for the Case Resolution Team. + Manages recruitment and hiring where there are position vacancies on the Team. + Acts on the AVC/Title IX Coordinator's behalf when appropriate, making final determinations regarding sensitive and emergent complaints and incidents reported to the OE. + Serves as Deputy Title IX Coordinator and ensures compliance and response to potential Title IX matters per the final Title IX Regulations. + As needed and appropriate, responds to emergent issues after business hours. **Maintain Campus Partnerships & Program Development (15%)** + Ensures that the OE Case Resolutions Team engages in appropriate yearly training as required by Title IX regulations. + In collaboration with the OE Prevention, Educational, and Outreach Coordinators, develops and presents training material regarding the University's Nondiscrimination and Sexual Misconduct Policies (in-person and remote, as requested), including changes in federal/state law that impact the OE, and makes evidence-based suggestions for policy/procedural improvements. + Collaborates with on- and off-campus service providers to develop, coordinate, implement, and evaluate processes for reporting discrimination, harassment, sexual misconduct, and retaliation to improve OE operations and enhance mutual understanding of OE processes with campus stakeholders. + Serves on campus committees for the OE (FaST Team, CARE Team) and attends open forums, trainings, and seminars to foster and increase connection with campus resources (in-person and remote, as requested). + Work with Qualifications:** + A bachelor's degree in business, business administration, education, social sciences, healthcare administration, public administration, communications, or a directly related field from an accredited institution. + **Substitution** : A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis, but not for the specific experience. + 7+ years of related experience conducting workplace, student conduct, discrimination, sexual harassment, or similar investigations. + Supervision experience. **Preferred Qualifications:** + Master's, JD, PhD, EdD, or other professional-level degree in a related field from an accredited institution. + Experience in higher education, college student conduct, or civil rights/equal opportunity field. + Experience writing investigation reports, including fact finding and policy determinations using legal standards, in an equity office, compliance office, human resources office, equal opportunity office, or law office. + Experience responding to complaints of discrimination, harassment, retaliation, and sexual misconduct under Title IX, Title VI, and Title VII in a higher education setting. + Experience with appropriate application of trauma-informed investigation practices. **Competencies/Knowledge, Skills, and Abilities:** + Extensive professional training and specialized knowledge in employment and educational civil rights laws, federal/state regulations, and relevant case law regarding protected class discrimination and harassment, including Title IX, Title VI, Title VII, ADA, Section 504 of the Rehabilitation Act, Equal Employment Opportunity Commission Guidance, Office for Civil Rights Guidance, and the Colorado
