Job Description
**To be considered for this position, the candidate must be serving permanently in the title of Associate Project Manager, be reachable on the civil service list for Exam #3110 or be eligible under the 55a program. **
Design & Construction is seeking a qualified individual to serve as an Associate Project Manager to work within a multi-disciplinary team dedicated to improving transportation in the city through various transportation studies and projects. Under the direction of the Chief of Design, the Director of Highway Markings & Sign Design will be responsible for evaluating each NYC-maintained limited access highway corridor and their ramps for good design practice in accordance with the most recent MUTCD standards, identifying where sign addition, removal or modification improves safety (e.g. curve warning signs) or clarity, to proactively replace obsolete highway signs due to poor retro-reflectivity or improving messaging, to provide consistent addition of NYC Parkway shields for mainline and ramp wayfinding, and to coordinate marking change request where signs should be synchronized with markings. The Director will be responsible for review of capital projects on Limited Access Highways and ramps. This review includes assisting in preparation of Conceptual Designs, checking Schematic Geometric Designs by checking vehicle swept paths, review pavement marking plans, ensuring safe operations for all travel modes, summarizing comments, and coordinating their resolution. Additional responsibilities include managing the Limited Access Highway resurfacing program, specifically, assign and manage the resurfacing locations to other designers within all 5 Boroughs based on the other project workload and relevant SIP/Capital Projects to ensure all markings records are updated on time to prepare work order for contractor for implementations after resurfacing. The Director should have a working knowledge of AutoCAD. The Director should be able to perform safety assessments using both crash data and police reports. Familiarity with roadway access management principles and practices, as well as the city’s curb cut review processes and procedures would be preferred. The Director should be capable of working independently and as supervisor and will be expected to work collaboratively with other agency representatives and external parties, including property owners, developers and their architectural and engineering consultants.
The Director of Highway Markings & Sign Design position requires providing recommendations to stakeholders on project needs, evaluating options, and assessing potential impacts, ensuring functional requirements are well-defined and that proposed projects effectively address these needs. Additionally, the role serves as an Interagency Coordinator, addressing signage issues, improvement opportunities, and complaints in collaboration with NYSDOT, MTA Bridges & Tunnels, and PANYNJ within shared jurisdictional boundaries. The Director will supervise the design of highway and other signage in accordance with national and local standards while reviewing and evaluating proposed signage plans and contracts from agencies and private entities to ensure alignment with established guidelines. Other responsibilities include addressing public issues (Agency Response Tracking System for 311 complaints), and suggestions related to highway signage and infrastructure. The role also involves maintaining a management information system to support project planning and control, ensuring smooth project development. In the temporary absence of an immediate supervisor, the Director may assume those duties and perform subordinate responsibilities as needed. This position requires a detail-oriented professional with strong project management skills, expertise in highway design standards, and the ability to collaborate effectively with multiple stakeholders and agencies.
The Transportation Planning and Management Division (TP&M) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
Preferred Skills
Proficiency in AutoCAD, GUIDESign, AutoTurn, Microsoft Word, PowerPoint, and Excel. Knowledge of transportation planning and traffic engineering principles, traffic impact studies; Highway Capacity Manual (HCM), MUTCD, AASHTO, and CEQR Technical Manual strongly preferred. Excellent writing and oral presentation skills preferred. Valid NYS Driver's License required.

Qualifications
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
