Position Objective:
This position serves as the principal financial oversight for the operating department budgets reporting to the Chief Operations Oversight and provides professional level financial development support. This position will handle the oversight of financial strategic planning of all MNR Operating departments to include multi-year financial planning along with variance analysis. The position will ensure operating departments are working efficiently to manage the budget, following the financial policies laid out by the MTA, and reducing costs wherever possible. This position will also analyze the financial performance of the MNR Operating Departments and create reports for the executive team to review and provide feedback.
Responsibilities:
+ Direct the development of the Financial Plan for various Operations departments within the agency. Review and approve new need requests from each operating department and ensure that resources are closely aligned with operational needs.
+ Oversees and participates in the development and administration of MNRs operating budget; approves the forecast of funds needed for staffing, equipment, materials , and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. Manage MNR’s operational constraints related to employee overtime costs.
+ Ensure Operating departments adhere to budget restrictions and assist in identifying opportunities for cost reduction or efficiency improvement.
+ Identify trends in departmental expense and revenue and recommend solutions to any negative variances.
+ Oversee internal controls to safeguard assets and ensure the accuracy of financial data.
+ Provide fiduciary oversight, strategic planning, and operational support critical to ensuring financial health and operational efficiency.
+ Other duties as assigned.
Required Qualifications:
Required Knowledge/Skills/Abilities:
+ Strong knowledge of principles and practices of financial planning and budget preparation and administration.
+ Strong financial and strategic planning skills which require the ability to develop, maintain, and monitor operating budget .
+ Excellent comprehension of sound audit principles and processes.
+ Demonstrated leadership skills with the ability to foster effective teamwork, and motivate and develop staff.
+ Strong interpersonal skills with the ability to work effectively with various Operating and Non-Operating Departments.
+ Excellent organizational skills and time management skills with the ability to meet critical deadlines.
+ Strong creative skills to develop new and innovative solutions to reduce expenditures.
+ High competency with MS Office applications required, including Word and PowerPoint. Advanced Excel functions including pivot tables, v-lookups , and macros.
+ Excellent verbal, written , and communication skills.
+ Ability to plan and conduct complex and sensitive financial studies for a large multi-state organization.
+ Ability to effectively interpret, explain, and apply complex policies, regulations , and procedures to various stakeholders and staff.
+ Ability to create and deliver unbiased budget expectations for various operating departments .
+ Demonstrated ability to work with all Metro-North stakeholders as well as MTA HQ.
+ Ability to exercise sound independent judgment within established policies and guidelines.
+ Ability to exercise a high level of independent judgment and decision making in a changing environment.
+ Ability to work in a high-profile/high-pressure environment with the ability to balance competing priorities.
+ Must be able to respond on a 24/7 basis and work varying hours as needed to support the operation.
+ Must have a valid driver’s license.
Required Education and Experience:
+ Bachelor’s degree in Accounting, Finance, Budget, Business or Public Administration, or related field.
+ Minimum (10) ten years of progressively responsible experience with financial reporting and budgeting administration, including five (5) years of experience in the preparation of budgets, accruals, re-forecasts, and reporting budget variances.
+ Minimum of seven (7) years of management experience and/or supervision of a diverse workforce or projects.
The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
+ Master’s degree in finance, business, or related field .

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
