HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. Your Team: The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations. The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD). Your Impact: Under general direction of the Assistant Commissioner for the Division of Administration and Internal Compliance in the Office of Enforcement and Neighborhood Services (OENS), the selected candidate will perform as the Senior Director of Budget and Facilities. In this capacity the selected candidate’s duties will include providing oversight and management of both the Construction and Non-Construction budgets for the office. Working with other OENS program units, as well as internal agency partners, the selected candidate will monitor expense budgets and capital projects and provide financial planning and reporting. The selected candidate will conduct analysis, monitor expenses, approve transactions, and process budget modifications to accentuate fiscal wellness. Additionally, this role involves overseeing and managing the strategic and operational aspects of the various OENS facilities, its fleet, and inventory operations to ensure the office’s facilities and services run smoothly and efficiently. Your Role: As the Senior Director of Budget and Facilities your responsibilities include but are not limited to providing direct supervision and oversight of staff performing tasks in the areas of: Your Responsibilities: BUDGET OPERATIONS - Providing direction, staff evaluations and other supervisory tasks as required - Monitoring AOTPS expenditures, encumbrances, journals and funding allocation for these programs, and, as necessary, working with ENS Divisions and other agency areas to ensure timely payment processing; - Act as a key partner on all budgetary matters including analysis and reporting, primarily supporting OTPS and staffing related budget needs; communicating with HPD Budget and Fiscal to resolve funding issues as they arise; - Participate in cyclical OMB related exercises concerning budget development (including funding eligibility and certifications, new needs, PEGs, and surplus/needs), budget modifications, and expenditure monitoring functions for the ENS budget; - Create and maintain internal multi-year and OMB plan cycle budget constructs and track OMB budget allocations by program and funding; - Provide forecasting of expenditures, financial analysis and strategic input to facilitate high-level decision-making by management; - Monitor spending patterns and implementing measures to promote adherence to budgets; - Conduct quantitative and qualitative analysis of budgets, expenditures, funding requirements, outcomes, and cost-effectiveness; - Develop and maintain recurring and ad-hoc reports representing budgetary, purchasing and expense data; - Prepare and present analytical reports, and written summaries to management related to programmatic and budgetary issues. FACILITIES MANAGEMENT - Provide strategic direction and leadership for facility operations, including fleet management, inventory and supplies functions; - Oversee the maintenance, repair, and efficient operation of all facilities, ensuring a safe and productive working environment; - Manage the acquisition, maintenance, and scheduling of the office’s vehicles fleet, working closely with vehicle liaisons and General Services personnel to ensure compliance. Qualifications 1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or 2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
