Job Description Hours: Full-Time – 35 Hours Work Location: 30-30 Thomson Avenue, NY, 11101 Only candidates who are permanent in the Administrative Project Manager title or those who are reachable on the Promotional List (Exam #8529), or the Open-Competitive List (Exam #8042) may apply. The NYC Department of Design and Construction, Division of Safety & Site Support, seeks a Director for the Office of Land Surveying (OLS). The selected candidate will supervise and direct the staff within the Research, Field Survey, Computation, CADD and Project Management units. The Director will ensure surveying and mapping requests are completed on time and on budget, review existing programs and processes and provide constructive input to increase efficiency and effectiveness. The Director will prepare and administer capital and expense budgets, ensuring proper funds for contracts and timely approval of purchase orders. The Director will manage the procurement of new contracts, from preparing contract specific requirements, coordinating with Law and ACCO, to conducting fee negotiations and kick-off meetings. The selected candidate will ensure that all consultants perform all services as per contract requirements, review monthly contract utilization reports for accuracy, and track contract balances to ensure adequate utilization. Other key responsibilities include: interacting with the Deputy Directors and Unit Chiefs to monitor key performance indicators with a focus on continuous improvement; ensure that Standard Operating Procedures (SOP) are current and consistent; staff are trained and follow approved SOPs; identify needs for new SOPs. In addition, the Director will prepare periodic project status reports for Executive Management, represent the Safety & Site Support Division at intra/ inter-meetings, prepare and deliver presentations. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
