The Department of Design & Construction, Division of Infrastructure, is currently seeking a Director to join the Program Management – Engineering and Support Services’ Front – End – Planning (FEP) team.
Front End Planning plays a pivotal role in the early stages of capital project development. This dedicated team is responsible for assessing and approving infrastructure Capital Project Initiation (CPI) submissions from primary Sponsors: Department of Transportation (DOT), Department of Environmental Protection (DEP), and Department of Parks (DPR). The FEP team executes a comprehensive process to review project proposals to ensure they are planned with clear scopes, realistic budgets, and achievable schedules to enable successful delivery by DDC. The team achieves this by proactively addressing challenges, identifying risks and obstacles, refining project parameters, recommending feasible alternatives, and fostering early stakeholder engagement. These efforts help prevent significant delays, cost overruns, and misalignment with commitments. Additionally, FEP incorporates resiliency and sustainability assessments to align with broader city infrastructure priorities.
The successful candidate will report directly to the Assistant Commissioner and oversee four dedicated teams led by Deputy Directors, managing a staff of approximately twenty professionals. The Director will provide strategic leadership to drive team performance, ensure process consistency, foster collaboration, and identify opportunities for continuous improvement. They will guide the team’s efforts in managing a diverse portfolio of infrastructure projects, which has grown in complexity and scale to exceed $2 billion. This portfolio includes roadway, water main, and sewer improvements as well as specialized programs such as Vision Zero, Pedestrian Ramps, and Southeast Queens Initiative. Recent projects also focus on climate resiliency, including Cloudburst Water Management, the Bluebelt Program, and Green Infrastructure.
Other key responsibilities will include overseeing evaluations of project feasibility, cost, scope, and risks to ensure timely, cost-effective, and accurate project delivery; supervising GIS analysis, interference checking with city infrastructure maps, and sewer condition assessments to mitigate risks and avoid conflicts; refining and standardizing FEP processes, integrating GIS and infrastructure mapping to enhance planning accuracy and efficiency; collaborating with project sponsors, agencies, and stakeholders to align priorities, secure buy-in, and ensure effective communication; representing FEP and DDC in meetings with the Mayor’s Office, City Hall, Office of Management and Budget (OMB) and other interagency or public forums, effectively presenting findings and securing support for initiatives; identifying lessons learned and implement process improvements to enhance the team’s performance and planning outcomes; integrating resiliency, sustainability, and equity considerations into planning practices to align with citywide priorities; developing accurate cost estimates and recommend value-engineering alternatives to maximize impact within fiscal constraints; exploring innovative improvements of FEP tools and methods, integrating data-driven approaches and incorporating feasibility emerging technologies; and ensuring compliance to all regulatory, environmental, funding and procurement standards identified during project planning.

Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
