Summary
The CAE USA Inc. ( CAE ) Director , Security Compliance will oversee and coordinate the security efforts across the CAE business related to matters of strategic importance, influencing senior leadership on new concepts, practices and approaches to minimize risk s to the business, our personnel and company assets . This will involve building collaborative relationships with various functional organizations (e.g., IT, HR, Facilities Operations, Communications, Contracts, etc.) as well as with multiple program management teams. Th is position will establish and monitor budgets for all security functions. The Director , Security Compliance will be responsible for establishment , currency , and enforcement of all security-related policies and procedures , including Foreign Ownership, Control , or Influence (FOCI) compliance document s (i.e., SSA, AOP, ECP and TCPs) and for ensuring the Security program is properly prepared for all internal and external security assessments . The Director , Security Compliance will be responsible for the management and development of a wide range of security professionals and will communicate with numerous external USG /Customer personnel . The y will serve as the c orporat ion’s Senior Facility Security Officer and the Insider Threat Program Senior Official . This position requires advanced management, business knowledge, leadership capabilities and broad experience across multiple related professional disciplines.
Essential Duties and Responsibilities

+ Prepares and implements Security policies, procedures, standards and guidelines based on interpretation of current USG/Customer contractual requirements and provides guidance to company senior leadership and personnel .
+ Develops programs and provides guidance to minimize security risks, liabilities, losses to corporat e assets, property, personnel and foreign travel security.
+ Ensure compliance with all unique security requirements as outlined the Special Security Agreement ( “ SSA ” ) and ancillary documents (i.e., AOP, ECP and TCP).
+ Conducts biannual self- evaluations of each cleared facility’s security program posture and compliance. Implements necessary corrective action(s) to achieve the highest security rating possible.
+ Develop s and implement s methods of inspection, audits and analysis to ensure industry-leading security performance and cost effectiveness .
+ Continually m onitor s and ensure s compliance of the FOCI security progra m, oversee s accomplishment of all quarterly reviews, audits and reporting requirements and p repare s quarterly reports for the CAE Government Security Committee (GSC) of the Board of Directors (BOD) and actively participate s in all GSC/B O D meetings (as appropriate) .
+ Actively participate s in all external audits/assessments at company cleared facilities.
+ Advises and assists senior management with identif ication of potential security concerns and provides security-related guidance on current and future business opportunities.
+ Ensures development and implementation of an ongoing Security Education & Tra ining Awareness (SETA) program .
+ Principal security liaison with state and federal senior level government security customers , intelligence agencies, and law enforcement agencies in support of classified and controlled unclassified programs and various security matters .
+ Actively participates in Government Security advisor y and working groups involved in influenc ing USG/customer policies.
+ Actively participate s in external security community activities.
+ Coordinate s and oversee s investigations and inquiries concerning insider threats, violations of security policies and procedures , including issu ance of findings and c orrective action s as well as recommend ations on potential disciplinary actions.
+ Coordinate s and conduct s all pre/ post-merger , acquisition, and divestiture security actions for the company.
+ Coordinate s executive security support for senior leadership and high-profile visitors.
+ Assist s all business locations with development and implementation of crisis management, emergency response and business continuity plans.
+ Provide s guidance and oversees development of personal protection plans and approval for all company personnel traveling to high /extreme risk countries.
+ Act s as the company’s senior Facility Security Officer and Insider Threat Program Senior Official.
+ Report s to the Vice President & General Counsel .
+ Effectively communicate s with parties internal and external to the organization, which may include USG customers/ contractors.
+ Ab le to effectively influence senior leadership and program personnel on security matters of strategic importance .
+ Solve s problems with innovative solutions for complex, broad-based issues that could impact multiple functional areas.
+ Responsible for budget accountability for the Security organization
SUPERVISORY RESPONSIBILITIES:
+ Manages a team of highly experienced professionals, or teams led by lower-level supervisors or managers.
+ Responsible for creating workforce and staffing plans for department to ensure availability of human capital necessary to accomplish departmental business results.
+ Has hiring, firing, promotion, and compensation authority within own organization, in accordance with senior management review and approval.
+ Direct responsibility for assigned team and customer - facing deliverables.
+ Provides training for new employees and helps members develop and fully utilize new skills.
+ Conducts performance assessments.
Qualifications and Education Requirements
+ Bachelor’s Degree with a minimum of 15 years of prior related experience.
+ Graduate Degree with a minimum of 13 years of prior related experience .
+ Requires advanced business knowledge, general management and leadership capability to lead business area or functional teams.
+ Typically has broad experience across multiple related professional disciplines within the organization, combining theory, past practical experience and the organization’s business practices.
+ Possess strong communication skills, written, verbal and interpersonal.
+ Due to U.S. Government contract requirements, only U.S. Persons are eligible for this role.
Preferred Skills
+ Experience working within a foreign-owned, FOCI-mitigated U.S. government contractor, ideally under a Special Security Agreement , including interface with a GSC and BOD.
+ O perational experience in industr ial security programs as an FSO, CSSO, PSO
+ COMSEC account management experience .
+ Experience in working with but not limited to: ITAR, NATO, FGI , CUI, emergency management, policy development and risk analysis.
+ Access to and experience with various USG intelligence and law enforcement agencies.
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
+ Candidate must hold current and active DoD TS/SCI level clearance
+ Must be able to maintain eligibility for access at the DoD TS/SCI level.
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
+ Must have ability to travel 15 -20% CONUS/OCONUS
+ Must have ability to work overtime as needed.
