KBR is seeking a Program Manager for the Science, Engineering and Operations (SEO) division, who will report to the SEO VP and lead the execution of a large NASA Communications and IT contract that supports critical data transport for robotic missions and human spaceflight. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals. This position is a supervisory role and will manage multiple direct reports supporting the programs.

RESPONSIBILITIES:

Manage KBR and Subcontract personnel on day-to-day execution of program priorities.Prepare and submit timely contract deliverables, including Integrated Master Schedules, program status reports, financial information and general program management items.Chairs the Risk Management Board & serves as our Risk Manager, reviews all contract level risks, assigns Risk Owners, & assists in risk analysis & mitigation.Utilize sound business judgement when making KBR-binding decisionsCultivating customer relationships and intimacy to develop further opportunities within the customer community.Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsCollaborating with functional teams that help support the program and to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performance internally to company management and to customersDelivering presentations to customers, executive management and other program stakeholdersParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsDevelopment and adherence to master spend plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realizationCoaching and supervising direct reports including their time and deliverables to the customerPersonnel management of the projects to include posting job reqs, interviewing, hiring and firing personnel

REQUIRED EDUCATION/EXPERIENCE:

Bachelor’s Degree and 18 years of related experience, OR a Master’s degree and 16 years of related experienceRelated experience includes professional and/or military experience to include a background in supporting U.S. Government contracts and customers, aerospace manufacturing, project management, or program management10 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as a program manager.10 years of demonstrated success leading teams/and or organizations to achieve a common goalsTop Secret Security Clearance with ability to obtain SCI within 1 yearExperience working directly with government customers on contracts in excess of $200M annually and managing relationships with commercial services vendorsProject Management Professional (PMP) or Program Management Professional (PgMP) certification

PREFERRED EDUCATION/EXPERIENCE:

NASA GSFC or HQ work and leadership experienceNASA contractor work and leadership experience  Knowledge of NASA’s strategic agency directives, mission directorate initiatives and agency-wide communications systems.Communication: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needsIssue & Problem Resolution: The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the programRequirements: The ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycleRisk & Opportunity: The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program
