Essential functions (job duties): JOB PURPOSE Serve as a member of the Graduate School leadership team, reporting to the Graduate School Dean. Partner with the dean, associate deans, operating units, faculty, and staff to ensure that business operations are conducted in alignment to achieve the academic vision, mission and goals of the school. Manage the Business Affairs team and oversee school-wide business operations, services and resources, including budget/finance, internal controls/compliance, human resources, data and business intelligence, facilities/space operations and research administration. Provide accurate and reliable business and financial information that advances the Strategic Plan of the School and University and complies with established policies and procedures. ESSENTIAL FUNCTIONS Lead Business Affairs and Research staff in monitoring all School budgets in accordance with allocation provisions, budget policy and regulations for all fund types including general funds, revenues, scholarship funds, endowment funds and sponsored programs. Prepare ongoing and ad hoc budget analysis, balances and oversight. Provide projections or forecasts of expenses in comparison to budget categories/line items to avoid deficits, optimize use of available funds, and adhere to approved budget parameters. Maintain balances of all School budgets and position rosters with accuracy. Report ongoing budget balance with stakeholders with timeliness and ensuring compliance with established policies and procedures. Ensure timely processing and approvals of financial and personnel transactions, and other types of School expenditures requiring Business Affairs Director review and approval. Develop and/or analyze student enrollment trends and other special project projections including program pro forma, ROI and breakeven analysis to identify the impact of enrollment on School and University budgets. Manage the financial activity of revenue sharing programs to ensure proper allocation and accounting. Collaborate with University’s central administration on resource allocation, expenditures processing and development of short and long range divisional fiscal plans that ensure consistency with the University’s strategic fiscal goals and objectives. Supervise the Business Affairs team. Manage hiring, performance, training and development, coaching and guidance, and succession planning. Develop a culture of teamwork, continuous improvement, innovation, business continuity and accountability, providing clear and strategic direction, prioritization, and support to achieve desired results. Establish policies and guidelines in financial and personnel management and expenditure processes. Identify areas in which policies and procedures need to be clarified and updated. Communicate with University service offices (Fiscal Operations, Human Resources, Facilities, Sponsored Programs, etc.) Ensure ongoing alignment with policies, procedures and regulations. Provide guidance, support, education and training to all staff engaged in financial, personnel and business process flows within the School. Support leadership and stakeholders in managing facilities planning and operations, including wet labs, renovations, health and safety, and space allocations. Provide related financial data and reports on a regular and ad hoc basis. Participates with the Dean and University Leadership in strategic planning and policy setting. Represent the Dean and the School by attending and/or serving on School and University teams, committees and task forces as appointed. Participate or manage special projects as requested by the Dean. Performs other related duties as assigned. Qualifications: Education: Bachelor's degree in business, accounting or related field from an accredited college or university. Experience: Minimum seven years in progressive financial, budget and personnel management roles, preferably in higher education or a large/complex organization. Supervisory experience is required. Knowledge, Skills and Abilities: · Demonstrated high level of understanding of School/College/Division business operations or possesses the equivalent professional experience in supporting the business operations of an equivalent size in a non-university organization such as non-profit, corporate or government. · Possess an understanding of administrative systems, preferably in a higher education environment. · Ability to apply analytical and logical thinking to gathering large volume of data and analyzing information, making valid and reliable evaluation of information and proposing alternative solutions to achieve organizational goals. · Ability to apply Generally Accepted Accounting Principles (GAAP); ability to apply basic analytical skills; ability to apply budgetary policies and practices. Identifies and resolves problems in a timely manner. Anticipates the implications and consequences of situations and takes appropriate action to be prepared for contingencies. · Strong leadership skills that influence and motivate individuals and groups to achieve results. Ability to apply and maintain internal controls in the oversight of the budget. Ability to use available tools and can create own tools (excel spreadsheets, etc.) as necessary to reconcile accounts and to do budgetary projections and analysis.
