DESCRIPTION
Michael Baker International is growing and we are seeking a Design Engineering Manager – Highway to join our Highway Department in Illinois. Reporting to the Illinois Highway Department Manager, this role involves daily management, operations, and growth of the Phase II design engineering team. The Design Engineering Manager will oversee project management for all final design projects, ensuring adherence to scope, schedule, budget, quality control/quality assurance, staff utilization, and team safety. Additionally, this role may serve as the project manager for key strategic pursuits.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Project Planning and Management: Review project proposals, establish work plans, and manage resources to ensure timely and budget-compliant project completion. Develop and implement project plans, assign duties, and perform project management analysis to align with company goals. Team Leadership: Oversee team operations, including planning, delegation, execution, and review of work objectives. Provide technical advice, resolve problems, and handle personnel management duties such as hiring, training, and performance assessment. Client Relations and Business Development: Coordinate business development activities, maintain client relations, and monitor client satisfaction. Engage in key department pursuits, participate in the development and execution of Capture Plans, and oversee project requirements to ensure quality standards and deadlines are met. Compliance and Quality Assurance: Lead department compliance with quality management and assurance practices, maintain current knowledge of applicable standards and procedures, and ensure projects adhere to Michael Baker Quality Management requirements. Administrative Duties: Address sensitive administrative issues, contribute to the annual budgetary development process, and review analyses of project activities, costs, and operations to determine department progress toward goals and objectives. Travel and Other Duties: Occasional to moderate travel may be required, along with other duties as assigned.SUPERVISORY RESPONSIBILITIES: Manage and grow an existing team of approximately five individuals, including hiring, training, performance assessment, promotion recommendations, and disciplinary actions.
EXPERIENCE:
15+ years of related experience, either internally or equivalent external experience, with proven success managing complex projects. Preference given to IDOT, Tollway, and Illinois Local Agency project experience.EDUCATION AND LICENSURE:
Bachelor’s degree in civil engineering is required. Professional Engineer (P.E.) license in the State of Illinois, or the ability to obtain an IL P.E. license within four months of hire is required. Additional certifications such as PTOE (Professional Traffic Operations Engineer) and/or PMP (Project Management Professional) are welcome but not required.PROFESSIONAL REQUIREMENTS, QUALIFICATIONS, SKILLS, AND ABILITIES:
Expert knowledge of Phase II Engineering requirements. Familiarity with client requirements and challenges, with preference given to IDOT, Tollway, and Illinois Local Agency client relations. Proficient in departmental technologies and budget management. Effective team leader and communicator. Knowledgeable in company safety program and business relations. Proficiency in Roadway Design Software (MicroStation and Openroads Designer), Microsoft Office, Microsoft Project, Bluebeam, and Projectwise.COMPENSATION
The approximate compensation range for this position is $115,478 to $180,344. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
