Deputy Director of Agency Operations
Job Description The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. DYCD seeks a qualified candidate, with a proven record of success, to serve as a Deputy Director of Agency Operations (DDAO). The successful candidate will report to the Director of Agency Operations (DAO). Under general direction, with a great deal of latitude for independent initiative, judgment and decision making, the DDAO will be tasked with reviewing agency policies and procedures to identify areas for temporary or long-term resource investment, greater efficiency, and closer monitoring by the First Deputy Commissioner, Deputy Commissioner of Administration and the Commissioner’s Office, aligning daily operations to the agency's strategic priorities, engaging stakeholders in planning and ensuring performance using well-defined success metrics and project management strategies. The DDAO will focus on the development and management of project planning across the agency, including streamlining and systematizing for all divisions and support any such convenings to address and implement agency priorities. The primary responsibilities of the DDAO are: -Work with leadership to ensure that all resources are deployed adequately to meet the agency’s objectives as determined by the Administration and the Commissioner. -Plan, implement, coordinate and monitor programmatically compliant programs in partnership with business units. -Support the development and maintenance of various DYCD program management and business intelligence systems such as DYCDConnect and CommunitySTAT to ensure the flow of timely, accurate and relevant information needed for decision-making and achievement of outcomes. -Review and lead operational efficiency efforts to streamline DYCD’s core functions in administrative service, procurement, financial management and program management including but not limited the recommendation of systems implementation, business rule changes and staffing changes or redistribution. -Explore, research, and propose best practices from other government and non-government entities that can benefit the ways that DYCD does business or works with our partners at other city agencies or in the non-profit sector. -Identify, create, analyze and design strategies to realize agency impact with projects that streamline administrative processes and build organizational infrastructure. -Research and analyze policies, practices, and data to identify opportunities to streamline business processes, inform strategic priorities and strengthen relationships between the City and stakeholders. -Develop and manage project plans that align with milestones. -Facilitate cross-agency collaborative strategic projects.-Create assessment tools based on KPIs -Share trends and patterns to DYCD divisions and Executive leadership through data and project briefs and presentations. -Actively participate in designing solutions and act as a thought partner to consider strategic implications of work and realize agency-wide impact on various strategic initiatives. -Prepare project updates, briefings, reports, presentations, agendas, and materials for internal and external stakeholders. -Work on as-needed projects determined as agency priorities. Qualifications 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
