Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire an Administrative Engineer, M-3 for a position as the Deputy Director, Water Operations North (WON). Reporting directly to the Assistant Commissioner, Drinking Water Operations within the Bureau of Water Supply, the Deputy Director will function with the widest latitude for the exercise of leadership, independent judgment and decision making.
Drinking Water Operations is responsible for the management of critical water treatment facilities within the Croton, Catskill and Delaware water supply systems. Additionally, they are responsible for upstate water operations including facility operations, water supply management, and maintenance for critical water supply infrastructure in the Delaware and Catskill Regions, along with seven water resource recovery facilities. They are also responsible for water quality field and lab operations throughout the watershed and within the city limits. This directorate plays a critical role in ensuring the Bureau of Water Supply meets its mission of reliably delivering a sufficient quantity of high-quality drinking water to protect public health and quality of life of the City of New York.
The Deputy Director, Water Operations North, will be responsible for supporting the Assistant Commissioner by managing all aspects of the Water Operations North Division, which is geographically dispersed throughout the Catskill and Delaware Watersheds. The Deputy Director will be responsible for the operations, management and maintenance of critical water supply infrastructure including release works and intakes, hydroelectric facilities, valve chambers, aqueducts, bridges, tunnels, and roads in two (2) operational regions. Specific duties include:
- Managing over 200 employees geographically dispersed throughout the NYC Watershed.
- Managing the Delaware and Catskill Water Operations Divisions ensuring all critical infrastructure is properly operated, maintained, and managed.
- Managing system shutdowns and capital projects in the assigned area of operations.
- Managing and directing numerous technical groups.
- In the absence of the Assistant Commissioner, may perform the duties of that position, as delegated.
The Deputy Director will be required to report to several locations including Downsville, Arkville, Grahamsville, Shokan and Kingston, New York along with operational facilities throughout the watershed.

Some of the physical activities performed by Administrative Engineers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections; climbing and descending ladders or stairs to get to areas to be inspected; standing on scaffolds to inspect work; standing for an extended period of time; bending and stooping during inspections; working in confined areas; distinguishing colors; wearing a hard hat; climbing over and around various objects; walking in areas that may be damp, dark, smoky or acrid; working outdoors in all kinds of weather; must be able to lift about 20 pounds of equipment when required.
Special Working Conditions: Administrative Engineers may be required to work shifts including nights, Saturdays, Sundays, and holidays.
Preferred Skills:
- Professional experience representing on behalf of organization to stakeholders and Agency staff.
- Delegating and scheduling work, following up, being proactive, and ensuring completion of relevant tasks and projects.
- Previous experience in working and communicating effectively with people, serving as a liaison.
- Working knowledge of Microsoft Office Suite including Outlook, Word, Excel, and PowerPoint.
- Working knowledge of Publisher and Adobe with experience in fillable documents in Adobe reader.
- Organizational and time management skills.
- Professional demeanor and interpersonal skills also a must.
- Problem solving skills.
- Driver’s license valid in the State of New York; maintained for duration of employment.
- Ability to travel throughout the 2,000+ square mile watershed, utilizing a New York City vehicle.
Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
