The Department of Citywide Administrative Services’ (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.
DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Beyond 40x25, 50x30, and 80x50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.
The Deputy Director, Financial Analysis and Planning will serve as a critical member of the DEM Financial Analysis and Planning Team, reporting directly to the Director of Financial Analysis and Planning. The Deputy Director will be responsible for ensuring comprehensive planning, management, and oversight of DEM’s budget.
The individual will be tasked with a range of responsibilities including, but not limited to:
- Effective and accountable management of DEM’s Budget: Plan and conduct research necessary to manage both Capital and OTPS budgets effectively across various levels project, program, and business unit. Collaborate with DEM stakeholders to ensure timely and efficient use of allocated funds in alignment with project timelines and divisional objectives and maintaining adherence to budgetary goals and financial targets.
- Oversight of budget forecast development for energy-related Projects: Support and provide direction to DEM staff engaged in budget research and budget forecasts for energy-related projects, resulting in projections that are rigorous, accurate, and aligned with the unique business needs of partner agencies.
- Drive budget and payment process improvements and enhance internal controls and compliance: Oversee the development and maintenance of procedures, resources, and tools aimed at enhancing divisional budget planning, and tracking while ensuring compliance with both internal controls and external regulations.
- Serve as the liaison and point of contact for budget and payment - related matters: Collaborate with DEM stakeholders, DCAS Fiscal and Business Management (FBM) team, and NYC Office of Management & Budget (OMB), to provide critical support on budgetary analysis and expense payments.
- Supervise and support a team of budget analyst: Train and support a small team of budget analyst; provide day to day supervision as well as support for professional development.
- Conduct budget related research and reporting: Organize and lead briefings with key stakeholders, offering insights on budget projections, spending, and the emissions reduction benefits of DEM-funded projects and initiatives.
Flexible Work Update:
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC 37.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
