SUMMARY : The Metropolitan Transportation Authority (MTA) is seeking a highly skilled and experienced Deputy Chief of Plans and Programs to lead the development, monitoring, and management of agency-wide security plans and projects. This role plays a critical part in ensuring that all security initiatives, including the MTA police department are aligned with the MTA's mission, operational objectives, and safety standards. The Deputy Chief will act as a key liaison to the MTA Chief of Security, supporting operational decision-making and overseeing the execution of special projects. This position requires collaboration with MTA leadership, external stakeholders, and various government agencies, as well as direct involvement in strategic planning and tactical project development. RESPONSIBILITIES : + Agency Security Management & Operations + Develop, monitor, and track the effectiveness of security plans and projects to ensure alignment with the MTA’s mission and safety objectives. + Ensure the continuous flow of critical information to the Chief of Security and other leads. + Prepare and deliver key messages, communications, and updates from the department to required internal and external parties. + Lead and coordinate special projects as assigned by the department head to improve security management processes and outcomes. + Leadership & Collaboration + Participate in weekly, monthly, and quarterly Agency and MTA leadership meetings to provide strategic input and support decision-making. + Collaborate with the Chief of Security and MTA Leadership on high-visibility and critical security projects. + Provide strategic leadership and operational oversight to ensure effective execution of plans and initiatives, driving improvements in safety, efficiency, and effectiveness. + Strategic and Tactical Program Management + Lead the development and execution of strategic and tactical programs and projects, including data analytics, to assess and enhance security operations. + Evaluate policies, programs, and resources to strive towards maximum organizational effectiveness. + Identify and recommend operational improvements to drive greater efficiency and effectiveness across security functions. + Support the Chief of Security in decision-making related to major operating policies impacting frontline employees and the broader MTA workforce. + Stakeholder Engagement & External Relations + Engage with Federal, State, and City officials to align MTA security needs with governmental policies and resources. + Act as a liaison between the Chief of Security and external stakeholders, including Safety, Health, Environment, Police, and Security leaders, to ensure timely delivery of mission-critical information and resources. + Coordinate and participate in meetings, ensuring that all pertinent information is available for analysis and action by internal and external stakeholders. + Is held accountable for overseeing and evaluating contractor performance, where applicable: + Observing the work performed by the contractor; + Reviewing invoices and approving them if the work has contractual standards; + Addressing performance issues with the contractor when possible; and + Escalating issues to other parties as needed. + Other duties as assigned. KNOWLEDGE, SKILLS, & ABILITIES : + Must possess strong project management and data management skills and experience. + Knowledge of and experience with the public policy issues such as those handled by the MTA. + Must possess great flexibility with ability to adapt in a frequently changing environment. + Must possess excellent presentation, customer service, and interpersonal skills with the ability to communicate effectively both orally and in writing with various departments and levels of management throughout the MTA and other MTA agencies. + Must possess strong leadership, negotiation, and decision-making skills with the ability to foster teamwork and effective working relationships. + Exceptional self-motivation and self-direction. + Exceptional experience navigating through the politics of a large multi-tiered, multi-agency public sector organization. + Must possess strong organizational and coordination skills with ability to work independently and/or simultaneously on multiple projects while adhering to deadlines. + Must be able to maintain a high degree of confidentiality and discretion. EDUCATION & EXPERIENCE : + Bachelor’s degree in business, legal studies, criminal justice, or a related field from an accredited institution. + At least ten (10) years of experience in program and/or project management or related field, including a minimum of three (3) years in a senior level executive + Demonstrated expertise in project management and strategic planning. PREFERRED: + Master’s degree in business, criminal justice, public policy, public administration, transportation, or a related field. + Experience in public sector or other quasi-public sector experience preferred. + Familiarity with the MTA’s operations, policies, and procedures. + Familiarity with the MTA’s collective bargaining procedures. GENERAL: • May need to work outside of normal work hours (i.e., evenings and weekends) • Travel may be required to other MTA locations or other external sites.
