Job Description NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion. The Office of Operational Services coordinates and directs all facilities-related operational support services for both public and privately leased properties agency-wide, including space planning, telecommunications, security, fire safety, health and safety, and fleet and transportation operations. The division also includes the agency warehouse, print shop, and mailroom operations. DOF currently occupies over 1 million square feet of space in 12 buildings in the five boroughs. The Facilities & Lease Management Unit manages multiple functions within operations and maintenance of each site. Requests for facility-related services are received daily. These requests are then communicated to the appropriate entity - Laborers, Custodians, Building Managers, Landlords or contracted vendors. The Unit tracks and expedites maintenance/repair issues and manages facility-related projects. The Operational Services/Site Management and Development Unit is seeking resourceful, highly motivated professionals to serve as the Deputy Directors of the Facilities & Lease Management Unit. Reporting to the Director of Facilities & Lease Management, the selected candidates will have the responsibility of maintaining all DOF Facilities. Specific responsibilities will include but are not limited to the following: - Serve as the primary point of contact for the facility management issues within the assigned boroughs or buildings. - Oversee daily operations, maintenance and repairs for all properties in the assigned boroughs or buildings. - Respond promptly to operational issues raised by tenants, staff and external stakeholders. - Coordinate emergency repairs and develop contingency plans for unforeseen incidents. - Liaison with building managers, contractors, vendors and city agencies. - Collaborate with the central facility management team. - Supervise Site Managers. - Maintain record of all maintenance and operational activities in assigned boroughs or buildings. - Coordinate facility projects through completion establishing the project timelines and schedules. Ensure quality control standards are followed and met. - Conduct periodic proactive walkthroughs of DOF worksites to identify site issues. - Lead emergency response efforts for incidents impacting facilities within assigned boroughs or buildings. - Monitor and track fiscal spending and budgeting within in the unit. - Determine and schedule repairs. Coordinate services with vendors, building management custodians and landlords. Conduct quality control checks of completed services within DOF facilities. - Ensure agency's compliance with recycling, e-waste and salvage disposal mandates. - Submit facilities services weekly and annual reports. - Implement and maintain emergency preparedness plans and procedures and safety measures. - Research leases, contracts and specifications. - Manage the unit's supplies, equipment and appliance inventory. - Work on Special Projects for the Site Management & Development Unit. ADMINISTRATIVE SUPERVISOR OF B - 10035 Qualifications 1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or 2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
