The Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, and budgeting functions for the University of Washington, including: • Finance & Budget Strategy • Institutional Analytics & Data Support • Policy, Planning & State Operations • University Business Services The Institutional Analysis (IA) and Institutional Reporting (IR) teams within FPB are responsible for supporting the University’s federal and state reporting requirements and providing reports and research that support decision-making of senior leadership. In addition, the teams are responsible for responding to a wide variety of internal and external information requests about students, faculty and staff, and other key areas of university activities. As a part of that responsibility, IA and IR collaborate with university partners on institutional reporting, analysis and data management needs. Reporting to the Director of Institutional Reporting, the **Data Quality Analyst** will play a central role in moving our team away from ad hoc reports and manual data manipulation towards standard data models and integrations that improve the accuracy and timeliness of our compliance reporting and analyses that address information needs across the university. This role will work with the Institutional Analysis (IA) and Institutional Reporting (IR) teams to develop quality assurance plans for existing data flows, integrations and ETL processes. The individual in this role will also have an opportunity to help further automate compliance reporting processes by implementing improvements to existing data flows and building dashboards and reports on a variety of platforms (R, Python, SSRS). As we progress on improvements to existing data models and reports, this role will have the opportunity to develop new data models and quality assurance processes that support machine learning and advanced econometric modelling. This role will also be responsible for the delivery of other data solution artifacts, including conceptual and physical data models; ETL Documentation; Standard Operating Procedures; Data Lineage; Data Definitions; other relevant metadata. **Duties & Responsibilities:** **Data Solution & Design** Design and implement data Quality Assurance (QA) processes, manage and update data models, dashboards, and reports that support university information and compliance reporting needs: • Develop and execute test cases for dashboards and reporting applications to ensure the reliability of data pipelines, ETL processes, and data transformations • End to end integration testing between multiple systems and interfaces (flat files, APIs, ETLs), etc. • Conduct functional, integration, regression, and performance testing of data models using standard technologies (SQL, Python, etc.) • Create and maintain documentation of test plans, test cases and testing results • Create and deliver artifacts including but not limited to, conceptual and physical data models, Database Design/ETL Documentation, Standard Operating Procedures, Column and Table Definitions, Lineage and Source to Target mappings • Collaborate with stakeholders to identify data and reporting requirements with the IA and IR teams and other Subject Matter Experts (SME) from across the University that can provide insight and background on relevant data sources • Collaborate with IR, IA, and UW-Seattle's Data Architecture teams to validate and review their data solutions, refine their scripts, and provide helpful feedback to validate and optimize ETL processes and resulting data output • Replace manual processes and reports with stored procedures, SSIS packages, SQL Server Agent Jobs and data dashboards as needed • Recommend and implement solutions to improve and automate Business Intelligence tools and model data for advanced econometric and machine learning analyses **Program Management** • Collaborate, support, and cross-train with IADS analysts working on projects that utilize statistical inference and machine-learning techniques • Work closely with other Subject Matter Experts (SMEs) across the University to develop and maintain metadata repositories in the Academic, HR, and finance data domains • Identify opportunities for improvement and assess new technology and concepts that add value to the University’s information resources • Serve as a resource to the EDW and Metadata Teams if/when IA and IR’s data solutions get adopted and promoted to the enterprise level **Administration** • Ensure training and cross training across on business processes and systems • Other duties as assigned **Requirements:** • Bachelor's degree in Management Information Systems, Computer Science, Data Analytics, or other information technology or related field and 4 years of experience in designing, developing, and testing data models or Business Intelligence (BI) solutions or related field. • Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree • Advanced proficiency in SQL • Advanced knowledge of data structures and ability to effectively query and transform data • Experience developing test plans, test scenarios, and procedures for testing changes to data structures and data models • Excellent analytical and technical skills needed to address complex data quality issues • Ability to conceptualize and design data models that support BI reports and/or quantitative research, including econometric modelling and machine learning • Experience handling multiple projects with competing deadlines • Excellent listening and interpersonal skills; ability to communicate ideas in both technical and user-friendly language; highly self-motivated and self-directed, with an ability to bring enthusiasm and energy to a collaborative team environment; • Excellent negotiation, facilitation and consensus-building skills • Exceptional oral and written communication skills as well as group presentation skills • Proficiency in Microsoft Office, particularly Microsoft Excel • Demonstrated experience in working on diverse groups and teams; respects, values, and contributes to FPB and UW’s commitment to diversity, inclusion, and equity **Desired:** • Experience/Knowledge of Project Management best practices. • Visio/Erwin (or other visual tool for producing conceptual models and process flows) • Proficiency with Data Visualization and Reporting Platforms, particularly Tableau and Microsoft SSRS • Highly desired: advanced experience with MS Power BI • Proficiency with statistical programming or machine learning platforms (R, Python, SAS, SPSS, STATA) • Experience working in a Higher Education context. • Knowledge of data governance and metadata management best practices We encourage applicants to apply even if they do not feel they satisfy all of the skills listed below;
