PRIMARY FUNCTION

Oversee the Data Management strategy for the Laboratory Division, ensuring efficient, secure and effective use of data. This role involves developing and implementing data policies, managing data governance, and leveraging data analytics to support business objectives. The ideal candidate will drive the strategy, facilitate data-driven decision-making, and ensure compliance with relevant regulations and standards.

ESSENTIAL FUNCTIONS

Develop and implement a comprehensive data strategy aligned with the Laboratory’s goals, establishing data management policies, standards, and practices.

Oversee data governance programs to ensure data integrity, security, and compliance, while developing and enforcing data quality standards and procedures.

Manage the lifecycle of data from creation to archive, ensuring efficient data storage, retrieval, and processing systems.

Leverage data analytics to generate actionable insights and support business decision-making through advanced data analysis and reporting.

Work closely with IT, operations, and various Lab disciplines to ensure data needs are met and collaborate with external partners and stakeholders to enhance data capabilities.

Ensure compliance with data protection regulations by monitoring and managing data security measures.


SUPERVISORY RESPONSIBILITIES:

KNOWLEDGE, SKILLS, & ABILITIES:

Strong understanding of data architecture, data modeling, and database management systems, with proficiency in data analytics tools and platforms.

In-depth knowledge of data governance frameworks and regulatory requirements, with the ability to develop and enforce data policies and procedures.

Expertise in data analysis, statistical methods, and data visualization, with the ability to translate complex data into actionable insights.

Excellent communication and interpersonal skills to effectively collaborate with stakeholders.

Ability to develop and execute a data strategy that supports business objectives, with a forward-thinking approach to leverage emerging data technologies.

Experience working in a laboratory or research environment, understanding the specific data needs and challenges (i.e., Laboratory information Management System [LIMS]).

QUALIFICATIONS: 

Active Top Secret Clearance with the ability to obtain SCI, if required

Bachelor’s degree in Data Management, Computer Science, Information technology, or a related field. Additional years of relevant experience may be accepted in lieu of a degree.

Minimum of 7-10 years of experience in data management, data strategy, or a related field.

Proven track record of leading data initiatives and managing data projects.

Relevant certification such as Certified Data Management Professional (CDMP), Certified Information Management Professional (CIMP), or equivalent.
