The anticipated salary range for this role is between $142,000.00 and $196,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. The role may also be eligible for an annual discretionary incentive award. In addition to cash compensation, SMBC offers a competitive portfolio of benefits to its employees.

Role Description

We are seeking an experienced Data Governance Lead – Cloud Infrastructure to develop and oversee data governance frameworks across the bank’s cloud data infrastructure. The role will focus on ensuring regulatory compliance, data security, data quality controls, metadata management, and lineage. In this role, you will collaborate with both administrative and engineering teams. The ideal candidate will have deep expertise in governance frameworks, Databricks Unity Catalog, Collibra, data quality, and compliance management.

This role is pivotal in maintaining data integrity, security, and compliance across our organization’s data assets. You will drive best practices in data governance, enabling effective use of data while ensuring compliance with regulatory and organizational standards.

Role Objectives

•Cloud Data Governance Strategy & Implementation:
o    Develop and Implement a comprehensive cloud governance framework aligned with SMBC’s policies and regulatory requirements. 
o    Ensure proper data access control, metadata management, and data lineage across all data assets.
o    Collaborate with business, architecture, and engineering teams to embed governance policies into data pipelines, API, and cloud-based Data Lakes. 
o    Key partner with CDO to align to enterprise policies and requirements.
•Regulatory Compliance 
o    Ensure compliance with BCBS 239, GDPR, and other banking regulations related to cloud data.
o    Evaluate data privacy and protection approaches leveraged across tooling to ensure sensitive data is handled appropriately. 
o    Monitor data retention, access governance, and audit controls.
•Metadata & Data Lineage Management:
o    Lead and track data lineage across the organization, ensuring data traceability from source to destination.
o    Work with Collibra to govern metadata, manage workflows related to data quality, access, and compliance, and ensure metadata is accurately captured and maintained.
o    Set roadmap and adoption for cloud governance tooling 
•Data Quality Rule Administration & Implementation:
o    Implement data quality rules within Collibra and other tools to monitor and maintain data quality standards.
o    Collaborate with business and technical teams to identify critical data quality dimensions and ensure those rules are enforced across the data landscape.
o    Continuously assess data quality metrics, provide recommendations for improvement, and drive initiatives to resolve data quality issues.

Qualifications and Skills

•10+ years in data governance, data management, or data architecture within the banking sector
•Experience with cloud (Azure) platforms and cloud native data services (Big Query, Databricks)  
•Strong knowledge of data governance frameworks, metadata management, and regulatory compliance 
•Experience implementing data lineage tracking, metadata management, and access controls in cloud environment 
•Familiarity with data cataloging and governance tools (e.g. Collibra, IBM InfoSphere) 
•Strong understanding of data quality rule implementation, monitoring, and continuous improvement.
•Experience defining, implementing, and managing data quality rules and metrics within governance frameworks.
•Proven ability to drive data quality and governance across complex, multi-cloud data ecosystems.
•Understanding of cloud security best practices, Identity & Access Management, and encryption standards
•Familiarity with data security protocols and compliance standards (e.g., SOC 2, GDPR, HIPAA).
•Knowledge of and a willingness and ability to adapt to new data management technologies.
•A very strong understanding of relational (and ideally dimensional) database concepts and an ability to query databases using SQL.
•Resilient under pressure, able to adapt quickly to unforeseen work demands and an ability to work to tight time scales.
•Experience with Agile methodologies 
•An analytical mindset.
•Experience working with cross-functional teams, including data engineering, IT, business, and compliance teams.
•Excellent communication and leadership skills, with the ability to explain complex technical concepts to non-technical stakeholders.
•Strong analytical skills with the ability to proactively identify and resolve data governance and data quality issues.
