The Controlling Energy Marshal is a quality assurance/supervisory role that helps ensure the vendors and contractors Energy Isolation and Electrical Safety Programs meets or exceeds company safety policy requirements as stood up by the Authorizing Energy Marshal.

Executive Summary of Responsibilities and Support of Field Execution

Energy Isolation Management is a significant part of the construction and commissioning efforts. To ensure focus and compliance for all aspects and types of energy isolation a Controlling Energy Marshal is required for each campus or project.

This critical role implements learnings provides consistency and drives rigor into energy isolation and electrical safety programs. The Controlling Energy Marshal is a MS representative who oversees and assures the Authorizing Energy Marshal GC and supplemental vendor support comply with the overall Energy Isolation Program Management on a datacenter construction campus. Practice and set a culture of safety collaboration and leadership which supports with any escalation related to the performance of Direct Microsoft Vendors successful turn over to Operations

Position will require a full time on site presence. This includes start of work day by attending stretch/flex and Daily Activity Briefs.

In addition to the MEP Mechanical / Electrical / Plumbing trades Tony Croft will also be responsible for the following trades:

- Telecommunications

The Energy Marshal MEP Construction Manager is also expected to support the DCD Project Manager with the following:

- EHS Responsibilities

Support PSA Professional Safety Advisor and Participate in monthly performance reports of Contractors Trade Partners and Vendors

Support PSA in any Incident Response and Escalation Support. This includes on call availability and support in the event of an emergency

Participate in Weekly Safety and Incent Review Meetings

Attends daily and weekly High Risk Activity HRA / Job Hazard Analysis JHA Meetings and provides procedure preparation support associated with Energy Isolation

Assist to identify early warning of construction Mechanical and Electrical risks and issues

Monitor and use reasonable endeavors to manage the General Contractor in line with company health and safety standards

Serves as an independent authority for stopping all unsafe work practices.

Work with Microsoft and GC Safety Representatives to ensure all aspects of electrical safety on site are within the bounds of all Microsoft/NFPA/OSHA regulations

- Schedule Responsibilities

Review and Understand Project Schedule and Look-a-head Schedules

Monitor and collaborate with the DCD PM and Construction Manager for MEP related schedule items.

Monitor LLE and MEP and other technical design issues through to completion

Liaise with the Professional Team around time/scope impacts assessments and validity for change or variation events as it relates to MEP related items.

Participate and collaborate with DCD PM and Construction Manager on identification and execution of recovery against works identified as critical path and potential schedule slippage as it relates to MEP related items. Oversight of critical electrical switching/commissioning milestones.

- Quality Responsibilities

The Controlling Energy Marshal is an assurance role that helps ensure the vendors and contractors Energy Isolation Program meets or exceeds any Microsoft safety policy requirements and is stood up by the Authorizing Energy Marshal.

Utilize SPS-101 Energy Isolation SPS and SPS-101 Energy Isolation Guidebook as the baseline and foundation of the Energy Isolation Program that is implemented throughout the campus and project.

Utilize SPS-102 Electrical Safety SPS and SPS-102 Electrical Safety Guidebook as the baseline and foundation of the Electrical Safety Program that is implemented throughout the campus and project.

Establishes and manages an Energy Isolation assurance process and works with site teams to close any gaps identified in assurance audits. Alignment Checklist SPS 101 Energy Isolation is provided as a reference / guideline.

Work with the Authorizing Energy Marshal to establish an Energy Isolation Permit process.

Ensures approval process for proposed Energy Isolation procedures is in place.

Acts as the Microsoft Team's MEP SME and provides technical training to Microsoft personnel as necessary

Review and manage MEP quality related items. i.e. RFI's Submittals etc.

Report on General Contractor and vendor adherence to the Commissioning tagging process

Monitor site works and record and report non-conforming work and drive the team for follow up preventative and close out actions

Manage the General Contractor in timely preparation of system start up books and Operations and Maintenance Manuals

Manage the General Contractor in the preparation and room handover documentation with input as necessary from the Architect Engineer

Promote a team approach to punch-list development using the tools made available for the project

Inform and monitor the General Contractors compliance to DC Operations / Security Operations processes during execution of post turn-over works

Manage the General Contractor to undertake regular site Mechanical and Electrical quality audits and witness site tests as may be necessary

Attend Weekly Project Meetings related to MEP trades

Review and Approval of Equipment Commissioning Scripts

Reviews and provides input on Quality and Scope Controls for MEP Trades

Communication of Microsoft TSB Technical Service Bulletins to Contractor

Ensures SoWs MOPs and Scripts are reviewed and all sources of energy are identified.

Helps determine if a group or individual LOTO will be required. Establishes with the Authorizing Energy Marshal a centralized LOTO with all site entities.

Ensures process is established that verifies qualifications training and PPE of personnel performing the work.

Delegates alternates that are qualified to assume role during multi-shift and peak energization time frames.

Liaising MS Operations where energy isolation activities may potentially impact operating datacenter core operations.

Acts in coordination with the Authorizing Energy Marshal as a subject matter expert in all Energy Isolation incident investigations in area of responsibility.

Participate in Weekly Meeting with OFCI Vendors

- Cost Responsibilities

Review and collaborate on all MEP cost related items as needed.

Provide supporting information for the DCD PMs input into Payment Application Reports and assist the Cost Manager to present these for approval to Microsoft management and provide feedback of MEP OFCI Vendor related trades Pay Applications

Support the change management process by liaising with the Client Professional Team and Contractor in clarifying all necessary scope justification and technical detail. Input / Review on MEP Change Order / Management Process

- Sustainability Responsibilities

Support and collaborate on process development or improvement with other Microsoft team members at a Campus and Regional Level

Deliverables:

- Project Start Up

o Ensures the Contractor has an approved Energy Isolation Program Plan Commencement of Energy Isolation Activities with updates throughout the project

Communicates and provides guidance on SPS-101 Energy Isolation program documents.

Confirms Authorizing and Performing Roles are in place.

Establishes Acceptance Criteria for Authorizing Authoritys site Energy Isolation Plan.

- Weekly Deliverables:

o Energy Isolation Assurance - Minimum of 1 Audit and findings to include inspections issues deficiencies and best practices within the Energy Isolation Program

o Minimum of 3 safety observations entered into MSFT platform

o Energy Isolation Reports - Report highlighting the activities and general status of the Energy Isolation Program

o Provides report out of commissioning tagging of equipment.

o Review / Audit adherence to safety and training program

- Monthly Deliverables:

o Supports the PSA with the Monthly Trade Partner Report

Requirements of Energy Marshal:

- Experience in DC construction and commissioning standards and practices.

- Proven ability to interact with teams and implement improvements

- Ability to effectively communicate complex technical solutions and concepts to engineers and non-engineers.

- Ability to audit and effectively promote safe site practices against written standards as part of assurance role.

- Knowledge of construction techniques terminology and documentation with strong ability to interpret line drawings and system redundancies to ensure design of LOTO systems is 100 effective and in compliance with MS standards. Power distribution mechanical cooling hydraulic pneumatic lighting grounding fire alarm security fire/life safety and controls systems

- Familiar with multiple sources of energy and equipment in datacenters with emphasis placed on electrical. Paralleling switchgear redundant UPS systems DC battery strings multi-source electrical utility switchgear standby diesel generators automatic/static transfer switches etc.

- OSHA 30 Hour Training

- NFPA 70e or NFPA CESCP Certification
