Data and Systems Support Division Chief
Summary This position is located in the Data and Systems Support Division, Office of the Assistant Register and Dir Operations, U.S. Copyright Office. The position description number for this position is 461246. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a compflex; or flextime; or maxiflex work schedule. This is a supervisory, non-bargaining unit position. Responsibilities The Director of the Copyright Office is responsible for administering provisions of the copyright law and other parts of Title 17 of the United States Code (the Copyright Act). Principle services of the Copyright Office include examining and registering claims to copyrights; publicly recording documents related to copyright; issuing certificates of registration and recordation; creating, maintaining, and making available a comprehensive public record of all registrations and recorded documents; administering the various statutory license provisions of the copyright law; administering mandatory deposit demands; providing basic copyright information services to the public; providing continuous technical and legal expertise on both domestic and international copyright matters, and other intellectual property matters to Congress, the executive branch, and the courts; participating in international intellectual property negotiations on behalf of the United States. The Data and Systems Support Division Chief works in the Office of the Assistant Register and Director of Operations (ARDO), reporting to the Director of Operations, who is responsible for oversight of operational activities of the Copyright Office. The position is responsible for managing the Copyright Office data and systems support efforts. The position serves as the subject matter expert on data strategy, management and use of data assets, data access, analysis, and in collaboration with senior leadership data governance, use and application of tools and new data support software. The position’s data management and systems’ support responsibilities have Copyright Office wide impact on the mission. Engages in long-range management plans for efficient and effective program/project implementation and administration. Prepares detailed plans, goals, objectives, requirements, and criteria for complex or costly management processes and systems. Documents and updates standard operating procedures for data management, user acceptance testing, and related activities. Provides guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Makes authoritative recommendations to resolve, implement, or manage program or policy issues. Ensures integration of Copyright Office functions into data and systems, adapting existing information into new or adapted systems. Analyzes data and is able to apply and explain statistical and mathematical principles. Applies methods of exploratory data analysis, selecting appropriate models and identifying when data is insufficient to reach conclusions. Conducts observational analyses to explore/group data, test hypotheses, predict outcomes, and produce insights for decision-making. Works with large datasets and numerous confounding variables. Derives meaning from complex data sets that include structured, loosely structured, and unstructured data. Synthesizes findings and turns them into meaningful insights. Is responsive to a variety of stakeholders and team members with varying technical skills. Provides expert guidance to resolve complex problems or issues of major importance. Participates in analyzing office-wide projects and programs. Serves as the primary Copyright Office subject matter expert on leveraging data insights that help drive- strategic and tactical business decisions and optimizing performance through data and is a champion for a data-driven, decision-making culture. Leads the identification of data opportunities, emerging types and sources of data to drive business innovation throughout the organization and defines processes for the efficient, integrated introduction of new data. Exploits data using research and analytics to maximize the return on investment of data assets. Coordinates with the respective Copyright Office organizations on timely completion of tasks, issue resolution, and initiatives. Provides status of work activities and efforts and provides alternatives that benefit the overall program. Supervises a group of employees performing work up to the GS-14 level. Perform reviews and approval of subordinates’ data and systems analyses including related documentation, and assesses data and systems integrity, completeness, and validity. Provides administrative and technical supervision relative to subordinates supervised. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observes workers’ performance; demonstrates and conducts work performance critiques.
