Summary This position is located in West Point, NY. This announcement may be used to fill additional vacancies throughout the program. Responsibilities Provides program oversight and accountability for the performance of staff and the safety and well being of children and youth IAW Department of Defense (DoD), Army and local policies and standards. Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises program administrators and/or directors/managers; CYS Specialists, CYS Trainers and other staff assigned directly to CYS. Coordinates management of funds and resources to include developing the annual budget for the installation CYS program that includes submission and prioritization of all program component requirements. Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation. Serves as Subject Matter Expert on installation child and youth services issues. Prepares reports, surveys, and briefings for command and installation on matters pertaining to CYS. Supports all EEO and AA objectives. Requirements Conditions of Employment Qualifications Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate such as child development, early childhood education, home economics (with early childhood emphasis), elementary education, or other fields appropriate to the position to be filled. OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition, all candidates must possess: 1. Twenty-four (24) months of professional experience in managing at least 2 CYS programs (FCC, SAS, etc.) to include one year of responsibility of a center-based child or youth program facility. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs. 2. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 3. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. Highly Preferred candidates will possess the following: Currently fill or previously held NF05 CYS Coordinator position in a DoD CYS Army program. Well versed in ARs and can articulate verbally, can devise and execute necessary briefs to higher command. The experience and knowledge listed above MUST be reflected on your resume to be considered a highly qualified candidate. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials: This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses: Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility. Other: This is a Regular Full-Time position with a guaranteed 40-hour work week and eligible for the NAF benefits package.
