Job OverviewThe Senior Child Protection Officer will support responses for children vulnerable to abuse, exploitation, neglect, and violence, including unaccompanied and separated children. He will oversee and support case workers within integrated teams to identify, assess, and refer children in need of protection to appropriate services, ensuring technical guidance and supervision throughout the case management process. The role requires a minimum of three years of experience implementing child protection programs, with a strong focus on case management in humanitarian settings. The Senior Officer will provide critical guidance in implementing child protection and emergency response activities in the field. The role will prioritize delivering high-quality case management services in alignment with global standards and ensuring integration with the overall humanitarian response in Bangladesh.
Position Overview:The Child Protection Senior Officer will support the Child Protection Manager in establishing child protection case management interventions and strengthening existing responses for children at risk of or experiencing abuse, neglect, violence, and exploitation, including unaccompanied and separated children. This role is particularly important in contexts of protracted response, emergency natural disasters or heightened child protection risks.
Position Objectives:Ensure timely identification, assessment, and case management of children harmed or at risk of harm, including unaccompanied and separated children.Mentor and provide technical supervision to case workers, ensuring quality service delivery and adherence to global child protection standards.Develop and oversee the implementation of daily field activities, both during emergency deployments and in non-emergency settings.Collaborate with other case management actors to effectively manage caseloads, ensure timely referrals, and strengthen inter-agency coordination.Major Responsibilities:Strong understanding of case management processes, including identification, assessment, case planning, referral, follow-up, and case closure.Familiarity with global and contextualized child protection case management guidelines (e.g., Inter-Agency Guidelines on Case Management and Child Protection).Knowledge of principles such as the best interests of the child, confidentiality, informed consent, and a survivor-centered approach.Working knowledge of the Minimum Standards for Child Protection in Humanitarian Action (CPMS).Understanding of the IASC Guidelines on Mental Health and Psychosocial Support (MHPSS).Knowledge of international and national legal frameworks, such as the UN Convention on the Rights of the Child (UNCRC) and The Children’s Act 2013.Proficiency in implementing child safeguarding policies and protocols to prevent and respond to abuse, exploitation, neglect, and violence.Expertise in integrating psychosocial support into case management to ensure the emotional well-being of children and families.Familiarity with gender-responsive and inclusive programming to address the specific needs of girls, boys, and children with disabilities.Strong understanding of Gender-Based Violence (GBV) risk mitigation and referral pathways.Expertise in establishing and maintaining service maps and referral pathways for essential services (health, education, legal aid, MHPSS, GBV, etc.).Proficiency in using child protection case management information systems (e.g., CPIMS+), including maintaining data confidentiality and DPISP protocols.Skilled in monitoring case management activities, analyzing trends, and ensuring adherence to quality standards.Knowledge of MEAL tools to track case management progress and inform program improvements.Ability to design and deliver training sessions on case management, psychosocial support, and child safeguarding.Strong coordination skills for working with internal teams, external actors, and inter-agency child protection working groups.Experience in emergency preparedness and response, including rapid child protection assessments and prioritization of urgent cases.Knowledge of community-based child protection mechanisms and engagement strategies.Proficiency in using digital tools for documentation, data analysis, and communication.Staff Supervision & Development:Provide direct supervision of five case workers, ensuring accountability and high-quality service delivery.Foster a professional, collaborative, and supportive work environment through open and respectful communication and strong team spirit.Oversee timely completion and submission of administrative documents such as timesheets, probation reviews, and performance evaluations.Support recruitment of caseworkers in collaboration with the Child Protection Manager, ensuring qualified and motivated candidates are selected.Facilitate capacity-building opportunities for case workers, including technical training, mentorship, and professional development.Coordination & Representation:Develop and maintain effective working relationships with case management actors, including government actors, UN agencies, NGOs, and other stakeholders.Regularly attend field-level case management and coordination meetings.Act as the camp focal point for the organization, representing the program in relevant forums.Communicate regularly with the Child Protection Manager to share updates on achievements, challenges, and field-level needs.Program Development:Contribute to the strategic direction of the Child Protection program to respond to children at risk of harm.Assist in the development of proposals and program activities.Coordinate with other IRC sectors (e.g., Women’s Protection and Empowerment, Health, Education) to ensure an integrated response.Monitoring Responsibilities:Support regular field monitoring visits to ensure activities are implemented as planned and modifications are made when necessary.Collaborate with the MEAL team to maintain and update data for case management activities.Provide regular staff activity reports and analyze case management trends to improve program delivery.Disseminate data and insights to appropriate stakeholders, field teams, and coordinating mechanisms.Other Duties:Monitor and assess the safety and security of field teams, promptly reporting any concerns to IRC management.Liaise with community leaders and external parties to maintain and enhance the security environment for IRC programs.Undertake additional tasks assigned by the supervisor to support IRC program goals.
