ResponsibilitiesMSTS is seeking a Cost Estimator II to support the development/execution of project and service cost estimates. This Cost Estimator II will utilize the skill set necessary to develop an understanding of project scope, quantification, pricing review, and presentation processes.
Key Responsibilities
Under the direction of the Manager of Estimating, support the development/execution of project cost estimates.
Utilize the skill set necessary to develop an understanding of project scope, quantification, pricing, review, and presentation processes.
Demonstrate a graded proficiency in the use of the following processes and tool sets:
Work Breakdown Structure development
Work Authorization process
Schedule development
Estimate development
Earned Value Management (EVM) techniques
Estimating processes and techniques
Application System processes
Opening and closing of charge numbers in the accounting system
Change Control process
Read and understand Project Scope Document
Quantity development and entry into the estimate
Commodity pricing
Application of indirect costs (burden)
Identification of scope changes, including client supporting data
Correlation of project Work Breakdown Structure and schedule activities with the estimate detail
Estimate review process
Support the Variance Analysis process.
Assist in preparing routine preliminary cost estimates for specific areas of construction, maintenance, engineering, or scientific projects, including tasks such as calculating material and labor costs associated with the electrical, structural, civil, or mechanical phase of construction and maintenance projects.
Visit work sites to better visualize the project and to help plan for unusual circumstances, which could affect the estimate.
Make material takeoffs from drawings and determines costs based on parts catalogs or occasionally by contacting the vendor for more specific information.
Submit work to a senior level estimator for review.
Prepare reports, logs, historical documents, and records of estimating activities to enable review.
Assist in researching information and developing background material.
Employee may be assigned to support other organization in a matrix environment by the Manager of Estimating.
Perform other duties assigned by Management. Qualifications Bachelor’s degree in field related to the position or equivalent training and experience, plus 2 years of professional experience.Demonstrated computer skills, including the use of scheduling applications, project management software, spreadsheet software, word processing software, and databases.
Must have the ability to manipulate large amounts of data with minimal errors.
Must have good communication and organizational skills and the ability to work in a team environment.
The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.The schedule for this position will be 4/10s Monday - Thursday (subject to change).Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a valid driver’s license.MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $62,358.40 - $93,537.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
