**Job Description:**

Parsons is now hiring a **Jr. Construction Cost Engineer** for our airport construction management program in Atlanta. The Cost Engineer on this program implements and maintains cost control activities on one or more large-sized projects. A heavy emphasis is placed on detailed oversight of the change management functions and monitoring the overall project budget. This Project Controls Engineer utilizes technical expertise, team coordination, and program policies and procedures to complete complicated tasks independently, and will interact daily with multiple contractors, and program and construction management representatives.
**Responsibilities:**
+ Work under the direction of the Cost Control Manager, Area Construction Manager, Project Manager(s) and Resident Engineer(s) to support the planning, coordination, and evaluation of project financial reporting.
+ Attend a variety of project meetings and coordinate with team members to track cost management issues. There will be a primary focus on tracking contract allowances, contingency, schedule of values, pay applications, cash flow, cost forecast, and risk analysis.
+ Work directly with the Cost Control Manager to report daily, weekly, and monthly on the financial status of projects assigned.
+ Maintain finance reports on the individual components of a project. Also provide roll-up summary reports to combine the details of each component into one consolidated report.
+ Responsible for the timely and accurate review and processing of applicable invoices from the Contractor(s).
+ Review monthly cost reports generated by the Contractor/CMAR and reconcile with current contractual documents (such as GMP’s or CGMP’s). Analyzes and reports findings to the Resident Engineer and Project Manager.
+ Review contractor provided procurement documents in support of the project budget. (OAF’s, AAF’s and CGMP’s).
+ Support Resident Engineer and Project Manager with identification and documentation of changes to the project scope. This includes development of cost analyses and review of estimates of change requests submitted by the contractor(s).
+ Take ownership of contractor change management issues as directed by the Resident Engineer. Follows up with the Contractor, Construction Management Staff, Program Management Staff and the Owner as needed to ensure the project change management record is accurate and changes are processed in a timely manner.
+ Review funding availability and validate funding for change orders, supplemental agreements, and work orders.
+ Communicate promptly and effectively to daily requests for information. This will include research and gathering information through communications with Program Management, Construction Management, and Contractor staff.
+ Maintain cost control for all project-related activities in strict adherence to the approved project budget. Participate in the development of the budget forecasts, estimates to complete and cost trends reports for the Resident Engineer and the Project Manager.
+ Use information technology experience to adapt and coordinate data between multiple software platforms. Current systems include PMWeb, EPMS, and Microsoft Office products.
+ Coordinate directly with the Resident Engineer to update the financial section of required weekly reports.
+ Occasional project site visits to visually link project costs being reported.
**Qualifications:**
+ Bachelor’s degree in engineering or construction-related field, or equivalent construction-related work experience.
+ Minimum 5 years’ experience performing, monitoring, reviewing and presenting project cost engineering functions within a major infrastructure program, which include cost estimating, cost control, cost analysis and proposal activities.
+ Demonstrated skill in establishing criteria, planning and supervising project cost engineering activities.
+ Experience and demonstrated skill in supervising cost estimates, cost control, and overall project reporting activities.
+ Knowledge of engineering, construction, and business management techniques customarily acquired by prolonged course of specialized instruction.
+ Knowledgeable of current industry and technical development.
+ Excellent verbal and written communication in English is required.

Salary Range:
$29.42 - $51.49
