The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Critical Infrastructure Group (CIG) provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

 

We have an immediate need for a Cost Analyst to provide investment analysis, budget and finance, and program integration support onsite in Washington, DC.

Responsibilities

The Cost Analyst will be responsible for leading individual tasks, as well as being an active contributor for cost-related activities on assigned programs. Develop a variety of cost estimating products such as Lifecycle Cost Estimates (LCCE’s), Independent Government Cost Estimates (IGCE’s), Alternative Analysis, Cost/Benefit Analysis and business case support. Perform duties such as data collection, model development, database management, data normalization, risk analysis, sensitivity analysis, acquisition/contract evaluation, conduct net present value (NPV) and cost/financial performance monitoring. Finally, actively participate in technical working groups with engineering, budget, schedule, and acquisition functional team members.

Qualifications

Required Qualifications:

Must meet eligibility requirements for a U.S. Public Trust clearance.5-10 years of experience in government program cost estimation roles.Bachelor of Science degree in Economics, Mathematics, Operational Research, Engineering, Business or Finance.Strong proficiency in MS Excel, MS PowerPoint and other MS products.Strong analytical background in gathering and interpreting complex amounts of data and excellent communication skills.

 

Desired Qualifications: 

Experience working on Federal Aviation Administration (FAA) programs.Analytical involvement with government acquisition process and proficiency in use of cost estimating and risk tools such as Crystal Ball, @Risk, SEER-SEM and/or ACEIT.MA/MS/MBA degree in Economics, Mathematics, Operational Research, Engineering, Business or Finance.Professional Cost Estimator/Analyst (PCEA®).

Salary transparency pay range for the Washington DC area: $100k-$120k
