ResponsibilitiesThe Enhanced Capabilities for Subcritical Experiments (ECSE) Infrastructure Directorate is looking for a highly-motivated person with backgrounds in science, engineering, and/or project management to become a Control Account Manager (CAM) at the Nevada National Security Site (NNSS) on projects that will enable three (3) decades of dynamic physics experiments supporting stockpile stewardship. In this role, you will perform the duties as the CAM for major Work Breakdown Structures items for 413.B Line-Item capital project and will be responsible for managing the cost, schedule, and technical performance of a subset of the overall project's scope. This position will directly report to the Project Manager responsible for the completion of total project scope.
Key Responsibilities
Manage large projects ($10-100M TPC). Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).Manage Control Accounts within large 413.B projects ($700M> TPC) that may involve complex and technically challenging scopes of work. Use MSTS project management processes, techniques, and tools.Define, plan, execute, monitor, control, and successfully complete discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.Meet customer needs while providing realistic expectations.Establish and actively monitor specific customer satisfaction standards.Manage communications between project stakeholders and team members.Pro-actively develop and implement strategies to mitigate risk.Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline.Use cost-benefit analysis in decision-making.Effectively use communication skills in executing project management responsibilities.Interface with ECSE senior management to address/elevate key project issues and risks.Provide project support for change control reviews and Baseline Change Requests (BCR's) that propose significant changes or impact programmatic requirements and reporting.Participate with review of key Critical Decision (CD) documentation deliverables to ensure programmatic integrity.Hold project reviews and headquarters/dignitary tours, meetings, and reporting.Execute project risk management, including establishing and administering management reserve (MR). Qualifications Bachelor’s degree in a related field or equivalent training and experience and at least 12 years’ related professional experience, which included at least 8 years’ as adesignated Project Manager. Master’s degree preferred.Preffered: Bachelor’s degree in a related field (construction management, engineering) or equivalent training and experience and at least 12 years’ related professional experience.Previous project management experience and responsibilities should include:Managing large projects ($10M+ TPC) and project teams (20+ people) through representative project lifecycle phases;Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;Maintaining satisfaction of stakeholders with differing needs and expectations;Managing communications between project stakeholders and team members;Identifying and complying with project requirements in development of products and deliverables;Managing the project team in successfully achieving project scope, schedule, and cost objectives.Experience with Earned Value Management. Construction field experienceMust be able to obtain Q level security clearance.DOE O 413.3B knowledge and experience as it relates to project planning and execution is preferred.Prefer demonstrated experience working with the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) or equivalent at headquarters or field office level, or with state or federal regulators, or other national security agencies.The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).Work Schedule will be 4/10s Monday through Thursday (subject to change).Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $132,142.40 to $204,817.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
