The Boeing CompanyThe Boeing Company’s Enterprise & Government Contracts organization is seeking a Contracts Manager to lead the new Commercial Item Transfer at Price (CITAP) - Center of Excellence team. Potential work locations include: Berkeley, MO; Mesa, AZ; Oklahoma City, OK; Ridley Park, PA; Kent, Everett, and Renton, WA.
This role supports Government acquisitions that utilize Commercial Item Transfers at Price. In this role, the manager will develop the new CITAP team framework of both the Compliance team and the Contracts Representatives that will be preparing / processing transactions between defense and commercial units and educating stakeholders regarding commercially proposed products/services under Government acquisitions. This role provides an exciting opportunity to shape and influence contractual relationships between all Boeing Business Units, as well as partnerships with external customers/auditors.
Position Responsibilities:
Manage the corporate level compliance team in support of Government acquisition activities that include products/services sold commercially, via Commercial Item Transfers at Price
Partner with Program Contracts to ensure timely and compliant submittals of proposal substantiation/determination documents to Government customers
Advocate for balanced solutions to acquisition activities which both protect enterprise business interests and ensure adherence to corporate policy, laws, and regulation
Coordinate and support Defense and Commercial teams in research, drafting, and review of commercial item determination and price reasonableness determination documentation
Summarize complex contractual issues and lead development of creative solutions and process improvements
Guide Enterprise contracting best practices and pro forma for Commercial Item Transfers at Price
Represent the company in external meetings and communications to a diverse set of customers including the Department of Defense (DoD), Defense Contract Audit Agency (DCAA), and Defense Contract Management Agency (DCMA)
Basic Qualifications (Required Skills/Experience):
5+ years of experience drafting, negotiating, and administering contracts in programs with multiple customers and multiple contract types, such as: general terms agreements, assignment agreements, nondisclosure agreements, purchase and sale agreements
3+ years of experience leading or managing proposal development and negotiating commercial and/or government contracts
Bachelor’s degree or higher
Preferred Qualifications (Desired Skills/Experience):
10+ years of contracts experience
2+ years experience of CITAP experience
Experience leading people

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: $114,750 – $155,250
