$48,000.00 - $52,000.00 Annually $1,846.15 - $2,000.00 Bi-weekly
Position Summary
This is an intermediate level position that serves as the designated Agency for Persons with Disabilities’ (APD) employee responsible for developing, analyzing, and executing routine Contract Administration activities (routing, data entry, technical assistance). This position supports the APD Contract Administrator and the Agency in the development of strategic plans, policies and procedures pertaining to contracts. This position requires the ability to work independently, as part of a team, and/or as a team leader to achieve common goals in an effective and efficient manner while maintaining a high level of professionalism. This position requires independent decision-making within parameters of established laws, rules, regulations, policies and procedures. Duties include, but are not limited to:
The Work You Will Do
+ Working with providers and APD staff in developing and implementing contract documents; coordinating and executing contract actions such as new contracts, amendments, renewals and extensions; maintaining proper contract files and conducting administrative functions such as contract closeout.
+ This position organizes workflow, tracks assignments, reviews incoming correspondence to determine action required, and composes routine correspondence for the Contract Administrator. Conducting research to obtain information necessary to assist the Contract Administrator and the Agency when responding to vendor and/or stakeholder contract inquiries. Communicates with customers, employees, persons outside the organization, the public, government, and other external sources and provides basic information as necessary. May identify issues or problems and research solutions.
+ Inputs and assists in maintaining contract-related information for all assigned contracts and agreements in various reporting systems such as the Florida Accountability Contract Tracking System (FACTS) and internal Agency tracking systems.
+ Prepares, processes, facilitates execution, manages, and monitors APD interagency agreements as assigned by the APD Chief of Contract Management. Conducts periodic contract manager file reviews as assigned and documents findings; accordingly, and conducts follow-up reviews of files requiring corrective action.
+ Participates in training opportunities pertaining to contracts, procurements, projects and related issues.
+ Attends internal and external meetings as required.
+ Executes special projects/assignments and performs other duties as required.
Minimum Qualifications
+ Florida Certified Contract Manager Certification or Completion of Florida Certified Contract Manager Certification within one year of start date.
+ High School Diploma or its equivalent.
+ Preferred: Bachelor’s Degree or 4 years of relevant work experience in Contract Administration or Program Management.
Knowledge, Skills, And Abilities
Knowledge of:
+ State building codes and the Americans with Disabilities Act (ADA) related requirements.
+ Principles, techniques, materials, and equipment used in building construction.
+ Engineering design, construction, production and/or operations; and the ability to monitor and inspect building projects.
+ Understanding of contract and procurement laws, rules, regulations, and related Agency policies and procedures.
+ Microsoft Office Suite Software.
Ability to:
+ Collect, evaluate and analyze data to develop alternative recommendations and solutions, document workflow and other activities relating to improvement of operational and management practices.
+ Organize information into logical formats for presentation in reports, documents and other written and visual materials.
+ Conduct research; utilize problem-solving techniques.
+ Work independently and/or as a team member.
+ Apply applicable laws, rules, regulations, policies and procedures relating to operational and management analysis activities.
+ Efficiently plan, organize and coordinate work assignments.

Direct Deposit Program
As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
Background Screening Requirement
It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
