SUMMARY OF DUTIES:

 

The Contract Manager is responsible for project partner relationship management; development of negotiating strategies and positions; taking a lead role and supporting the project managers in negotiations of agreements, change orders, contract amendments, and other third-party contracts; and administration of existing and new contracts and assistance with agreements. This position is responsible for contracts and relationship management for various agencies, including but not limited to NJ Transit, Conrail, CSX, Norfolk Southern, PANYNJ, SEPTA, PennDOT, MARC, and WMATA. Areas of responsibility include coordination and development of agreements with agencies, authorities and departments (federal, state, local, and bi-state), Amtrak and private parties for the purposes of executing Amtrak’s capital program.

 

ESSENTIAL FUNCTIONS:

 

· Assist in the drafting of design phase, project development, funding, construction phase and other types of agreements with agencies, authorities, departments, and private parties to effectuate Amtrak’s capital program. 
· Assist project teams in the drafting of contract documents for design, program management and construction. 
· Assist in negotiations for contract amendments. Work closely and coordinate the negotiation of agreements with Amtrak Law, Finance, Procurement, Operations and other relevant departments, to ensure appropriate remuneration and compliance with Amtrak legal and financial requirements and objectives. 
· Work closely with Engineering, Labor Relations, Real Estate and Human Resources regarding the negotiation of and compliance with specific corporate requirements. 
· Assist in the achievement of financial targets and performance measures associated with agency contracts. 
· Coordinate Amtrak activities with project and funding partners. 
· Brief and provide recommendations to project partners on beneficial strategic options, policy positions, and related issues. 
· Engage with project partners to formulate constructive decision-making and aim to resolve any potential conflict with amicable solutions. 
· Coordinate departmental planning, performance goals, operating and capital budgeting, forecasting and variance explanation, and other cross-account and global issues. 
· Tracks contractor performance towards their contract terms supporting the Amtrak Contracting Officer (CO) and Contracting Officers Technical Representative (COTR). 
· Other duties as assigned.

 

MINIMUM QUALIFICATIONS:

 

 · Bachelor’s degree in business, finance, transportation, or related field with at least 7-9 years of relevant business in the transportation industry.
 · Understanding of construction, engineering/architecture, and consultant contractual instruments including contract type and terms & conditions. 
 · Ability to establish appropriate methods and procedures to effect efficient and accurate control of contract commitments and schedules including cost reduction programs to accomplish system-wide savings. 
 · In lieu of education a minimum of 9 years of relevant work experience, or equivalent combination of education, training, and work experience is needed. 
 · Demonstrated ability to deliver advice in the context of business objectives and with a commercial mindset, to identify and appreciate the significance of contract issues, to recognize contract risk, and to develop cost effective and business resolutions. 
 · Excellent communication and negotiation skills; flexibility ability to handle quick turnarounds and work effectively with diverse in-house stakeholders. Superior writing and analytical skills required, and an ability quickly to learn the fundamentals of different areas of the contract management and agreements. 
 · Superior written and verbal communication and interpersonal skills. 
 · Advanced analytical and problem-solving skills. 
 · Must be a flexible and strategic thinker in a fast-paced environment.
· Superior quantitative and analytical skills, along with strategic, business, and political savvy. 
· Demonstrated ability in customer service and contract negotiations and administration. 
· Experience in PC based applications, including Word, Excel, PowerPoint, SAP, financial planning/reporting systems, and other technology-based systems. 
· Experience negotiating and administering various contract types of varying sizes and types of agreements within the architecture, engineering, and construction industry.
· Strong advocacy and communication skills, including experience in making presentations to senior management and 3rd parties. 
· Strong verbal and written communication skills, including ability to articulate complex transportation issues and interact with outside stakeholders as well as all levels of Amtrak employees. 
· Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position.

 

PREFERRED QUALIFICATIONS:

 

· Bachelor’s degree in business, finance, transportation, law, or related field with at 10 - 12 years of relevant business and planning experience in the transportation industry. 
· Understanding of Amtrak operations and infrastructure. 
· Experience in working with governmental agencies or commuter agencies. 
· Experience in negotiating complex issues and drafting appropriate contract terms with federal, state, and local officials and private industry representatives. 
· Experience in developing and executing contracts supporting alternate delivery methods. 
· Knowledge of FRA and other government regulations. 
· Project management experience. 
· Master’s degree in business administration or related field.

 

WORK ENVRIORNMENT:

 

· Works inside a climate-controlled environment. 
· May require travel to other Amtrak locations to collaborate on assigned projects. 
· This position offers a hybrid schedule with minimum two days per week in the office and other days as needed. 
· Performs tasks that require sitting for an extended period.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

 

Must have excellent oral and written communication skills.

 

The salary/hourly range is $113,200-$146,644, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
