Summary

The Consulting Pathologist provides the Department of State with Medical expertise and health care in relation to laboratory operations procedures and testing techniques utilized to operate and certify a laboratory. He/she will provide professional advice support and assistance regarding the overall operation and administration of the laboratory.

 

Essential Functions

Advise on the employment of personnel and assist in determining employee competence for performing test procedures, record and report test results promptly, accurately, and proficiently.Advise on standard operating procedures and make recommendations regarding compliance with applicable federal, state, professional standards and requirements.Provide assistance to the Director of Laboratory Programs and Services in ensuring that testing systems developed and used for each of the tests performed in the laboratory provide quality laboratory services for all aspects of test performance, which includes the pre-analytic, analytic, and post-analytic phases of testing.Provide guidance and advise Bureau of Medical Services staff, and Facility Management staff regarding the physical plant and environmental conditions of the laboratory are appropriate for the testing performed and provide a safe environment in which employees are protected from physical, chemical, and biological hazards.Research medical literature to assist in making infectious diseases guidelines and recommendations.Evaluate and make recommendations regarding the entire testing process allowing the Bureau of Medical Services to verify the following:Test methodologies selected have the capability of providing the quality of results required for patient care.Verification procedures used are adequate to determine the accuracy, precision, and other pertinent performance characteristics of the method and;Laboratory personnel are performing the test methods as required for accurate and reliable results.Laboratory is enrolled in a CMS-approved proficiency testing program for the testing performed and that the proficiency testing (PT) samples are tested as required under 42 CFR, Part 493.1445, subpart HResults are returned within the timeframes established by the proficiency testing programProficiency testing reports received are reviewed by the appropriate staff to evaluate the laboratory's performance and to identify any problems that require corrective actionApproved corrective action plan is followed when any PT result is found to be unacceptable or unsatisfactory.Evaluate and make recommendations regarding the Quality Control and Quality Assessment programs including establishment of new aspects of the program, discontinue existing aspects if no longer required, or modification of current aspects of the program. This includes but is not limited to the following:Evaluate established programs and make recommendation to improve, maintain, or new programs required to assure the quality of laboratory services provided and to assist in identifying failures in quality as they occur.Evaluate and make recommendations regarding acceptable levels of analytical performance for each test system.Review and evaluate the remedial actions that were/were not taken in the documented instances of significant deviations for the established performance characteristics. Randomly review an appropriate statistical sample to ensure that significant deviations from established performance characteristics and evaluate whether:Patient test results are reported only when the system is functioning properly.Reports of test results include pertinent information required for interpretation.Provide advice and assistance to the Medical Technologist/Laboratory supervisor for on-site supervision of high complexity test performance by testing personnel qualified under 42 CFR, Part 493.1489(b)(4).Review and make recommendations regarding policies and procedures that are established for monitoring individuals who conduct pre-analytical, analytical, and post-analytical phases of testing to assure that they are competent and maintain their competency to process specimens, perform test procedures and report test results promptly and proficiently, and whenever necessary, identify needs for remedial training or continuing education to improve skills.Review, evaluate, and make recommendations concerning the approved procedure manual and identify those areas where the manual may not be available to an employee performing testingReview, evaluate, and make recommendations regarding the responsibilities of each consultant, each supervisor, and each person engaged in the performance of the pre-analytic, analytic, and post-analytic phases of testing.Review, evaluate, identify, and make recommendations concerning which examinations and procedures each individual is authorized to perform, whether supervision is required for specimen process, test performance or result reporting and whether supervisory or director review is required prior to reporting patient test results.Mentor and evaluate medical residents, students and other trainees that are rotating on infectious diseases.Attend meetings and teleconferences on infectious disease topics for interdepartmental collaborative efforts.Assist in the creation of and maintain research protocols performed in MED.Participate in the Human Subject's Protection Committee as needed.Assist MED Epidemiologist in providing information for the Infectious Diseases daily reporting

 

Competencies

The candidate shall possess the following minimum education and experience:

 

Must be a graduate of an accredited medical college/school with a current valid license to practice medicine from any of the 50 states or the District of ColumbiaMust be certified or board eligible by the American Board of Pathology and must have a minimum of five (5) years of post-residency clinical experience in pathology 

Supervisory Responsibility

None required for this position

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Must be able to remain in a stationary position 75% of the time.Occasionally moves about inside the office to access file cabinets, office machinery, etc.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.Frequently moves standard office equipment up to 25 pounds.Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need.

 

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.

Experience

Experience holding CAP Accreditation for a medical laboratory

Education

Must be a graduate of an accredited medical college/school with a current valid license to practice medicine from any of the 50 states or the District of Columbia

Additional Eligibility Qualifications

Must be certified or board eligible by the American Board of Pathology and must have a minimum of five (5) years of post-residency clinical experience in pathology

Security Clearance

A Secret clearance is required top secret preferred

 

Compensation and Benefits:
