Consultancy to Conduct Cash and Voucher Assistance (CVA) Training Needs Assessment

Overview of the Training

As part of the Global IRC SAP 100, the Kenya Country Program has an ambition to increase its cash-based programming to reach 7% of the direct program costs by 2024 increasing from the current level of less than 4%. To achieve this, the Country Programme (CP) is intent on improving the proficiency CVA programming in planning for and implementing cash-based activities as a primary modality for delivering humanitarian assistance to the most affected populations. On completion of the training, trainees are expected to have in-depth understanding of the key policies, modalities, approaches, practices, standards and guidelines on Cash and Voucher Assistance (CVA). By engaging IRC staff, Government and Partner representatives  to gain an understanding of how CVA should be integrated in the PCM and different roles within the organization, this will deliver better collaboration and coordination in endeavor to increase efficiency, effectiveness and quality  in program delivery.

 Primary Objective of the consultancy

The consultancy is for the purpose of carrying out CVA training needs assessment,  preparation of the curriculum and training materials, delivery of the content and reporting on training delivery.

 Specific Objectives

To conduct the Training needs assessment Develop a curriculum contextualized to our program delivery strategy  and prepare for the training materials and content.Carry out pretest, facilitate the training course in 5 days and a posttest evaluation at the end of course in collaboration with a co facilitator.Prepare a final training report including action plan and post training support framework.

 Methodology

The training with be a face-to-face training and guided by CaLP methodology for the Core CVA training course curriculum (5 days) . As this will be a combined training for program and non-program staff, variations to the curriculum and mode of delivery will be agreed in advance with the CALP team.

County representatives from NDMA and Cash Working Groups drawn from Tana River, Garissa, Turkana and Nairobi CountiesPartner organization representatives drawn from SHOFCO, PGI and TUPADO

 Key Deliverables/Outputs

Delivery of a high-quality training course, using CALP training materials - contextualizing materials as appropriate to the setting and participants.Evaluation feedback and training report inputs: Written feedback and recommendations to inform training report an action plan.
