Job Description The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The DOC is looking for qualified Construction Project Managers with detailed and hands-on experience managing and supervising large-scale capital construction projects, particularly in high-stakes environments. The role’s primary focus will be on the design and construction of New York City’s new Borough-Based Jails (BBJ). The BBJ team is responsible for representing DOC’s interests in the unprecedented design and construction of multiple borough-based jail facilities in New York City. This position will work directly with the BBJ transition planning team to achieve quality workmanship and timely completion of the project. The role involves managing various project components, from coordinating with city and state agencies to collaborating with design-build teams. The selected candidates’ responsibilities include, but will not be limited to, the following: - Manage Construction on the Ground: Oversee day-to-day construction activities relating to the BBJs, coordinate and communicate with field staff from partner agencies and design build teams, ensuring the project runs as planned. - Communicate and Coordinate: Work closely with city partner agencies, design teams, and contractors to ensure all parties are aligned and achieving design and construction goals. - Design & Construction Review: Review and approve complex trade work, lighting, power, security systems, HVAC control systems, fire alarm, electrical, and other systems from kickoff to closeout. - Compliance & Safety: Ensure the project meets all legal and safety requirements and stay up to date with city, state, and federal codes, making sure the work complies with these standards. - Schedule Management: Manage timelines for essential systems like electrical, HVAC, and security, monitor progress and ensure proper timelines are maintained. - Build & Maintain Relationships: Represent DOC in construction and engineering meetings with contractors, service delivery, regulatory, and oversight agencies, must foster good relationships with all project participants – this collaboration is key to project success. - Problem Solve: Identify problems with installations or quality, prepare relevant reports/documentation, and seek appropriate resolution –must be able to adapt quickly to changing circumstances and respond to new challenges as they arise. Qualifications At least six years of full-time satisfactory experience in construction management work on capital projects, each one of which must have had a dollar value of at least $15,000, at least eighteen months of which must have been in a managerial or consultative capacity in an organization responsible for the management of construction; and a combination of the following, sufficient to equal a total of ten years of education and experience: a. Full-time satisfactory experience in construction inspection on capital projects, each one of which must have had a dollar value of at least $15,000. One year of acceptable experience will be credited for each year of construction inspection experience up to a maximum of four years. b. Full-time satisfactory experience in building construction as a journeyperson in one or more of the skilled building construction trades. One year of acceptable experience will be credited for each year of journeyperson experience up to a maximum of four years. c. Education in an accredited college leading to a bachelor's degree in architecture, landscape architecture, or air pollution control, chemical, civil including structural and bridge design, electrical, mechanical, or sanitary engineering will be credited on the basis of 30 credits for one year of acceptable experience up to a maximum of four years. A New York State license as a professional engineer or registered architect or a license as a professional engineer or registered architect from a state that has reciprocity with New York State may be substituted for the four years of education and experience described in "a", "b" and "c" above. However, all candidates must have at least six years of experience in construction management work described above, including at least eighteen months in a managerial or consultative capacity in an organization responsible for the management of construction. License Requirements Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.
