Overview ***This position is physically located in the Marshall Islands in support of LOGCAP*** Under the supervision of the Public Works director, the Construction Manager will plan and execute construction projects and repair orders. The Construction Manager will develop and participate in the drafting of technical documents to include, but not limited to SOW’s RFP’s, ROM’s, ACL’s, Technical Volumes, LOTD’s and Project Risk Assessments. This position will play a critical role in managing resources to facilitate the accomplishment of construction projects from initiation to close-out (cradle-to-grave). The Construction Manager will be required to effectively manage cost, schedule and performance; ensuring projects are completed within budget, on schedule, and within scope. Project Planning and Coordination Develop project plans, schedules, and budgets. Coordinate with architects, engineers, and stakeholders to define project scope and deliverables Site Supervision and Inspections Conduct regular site inspections to monitor progress and compliance with safety regulations. Ensure quality control and adherence to project specifications Team Management and Communication Manage subcontractors and labor force, facilitating effective communication. Provide leadership and guidance to team members, ensuring a positive work environment Problem Solving and Conflict Resolution Address and resolve construction-related issues and conflicts as they arise. Implement solutions in a timely manner to keep the project on track Documentation and Reporting Maintain accurate project documentation, including contracts, change orders, and progress reports. Develop and present status reports to stakeholders Provides and plans, coordinates and supervise minor construction and maintenance services for existing and new infrastructure and adherence to project specifications and timelines. Services include managing construction, to include in-house PWOs and subcontractors for new, permanent, and temporary facilities in host nation, as well as remodeling and maintaining existing structures. Must ensure all projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques. Effectively plans future work to create and establish project schedules and budgets. Develops schedules and workload requirements for the project team to ensure effective execution of all planned work. Provides supervision of all projects and ensures all project stakeholders’ schedule, budget, and quality requirements are met. Inspects projects and provides timely updates to Sr. Management and the customer. Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented. Utilizes various Project Management tools including, but not limited to Earned Value Management, Claim Analysis and Resource Loading Scheduling Technique to develop reports to monitor and control projects. Ensures all direct labor and subcontractor personnel comply with all Environmental Safety and Health requirements. Familiarity with software that will assist in evaluation of RFI’s and CO’s Familiarity with Project Management Information Systems, to include but not limited to including EDMS. and Aconex Collaborates with architects and engineers for constructability to define project scope, estimates and deliverables Manages subcontractors and labor force to ensure effective communications and resolve construction related issues. Maintain accurate project documentation and progress reports for labor and material close out. Other duties as assigned Qualifications Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. Education/Certifications: Associate degree or equivalent preferred Construction Management or related field preferred Project Management Professional (PMP) is desirable. Must be CAC eligible and/or ability to obtain a CAC A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required. Experience: Seven to Ten (7-10) years Project Management or Construction Management experience. Seven (7) or more years’ experience supervising employees Skills: Ability to read and interpret engineering drawings and specifications Strong problem solving and decision-making abilities Excellent organizational and multi-tasking skills Excellent written and oral communication skills in English Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word Experience in data collection and technical writing Strong leadership and analytical skill Ability to read CAD/As-built drawings Good interpersonal and people management skills Supervisory Responsibilities Manages a Project Team Working Conditions: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, Tropical environment with average temperatures of 130 degrees in the summer months). Includes some industrial production environment conditions as well. The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level. The worker is subject to vibration. Exposure to oscillating movements of the extremities or whole body. The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation The worker is subject to both environmental conditions. Activities occur inside and outside. Physical Requirements: Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
