The primary purpose of this position is to serve as a Configuration Management Specialist in a developmental capacity performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion. Responsibilities Provide and assist in the administrative operations of the configuration management/quality assurance of software. Preserve the integrity of the software by managing the software during its change process. Reviews and directs the progress of configuration management and quality assurance in meeting program objectives. Participates in discussions, meetings and serve on panels or committees. GS-5 SPECIALIZED EXPERIENCE: Applicants must have at least 3 years of experience including 1 year (52 weeks) of specialized experience at the next lower grade GS-4, or equivalent in other pay systems. Examples of experience includes knowledge of configuration management/quality assurance principles to assist with software program activities for software program management; Assist with analyzing interrelated issues of effectiveness, efficiency, and productivity to develop recommendations to solve issues and apply program management principles; and Assist with special studies, program initiatives, or projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study leading to a bachelor's degree GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes knowledge of configuration management/quality assurance within a software program to implement software program management and administration throughout the organization; Analyzing interrelated issues of effectiveness, efficiency, and productivity to develop recommendations to solve issues and apply program management principles; and Conduct special studies, program initiatives, or projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 1 full year of graduate level education OR superior academic achievement OR COMBINATION OF EXPERIENCE AND EDUCATION. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software program principles to anticipate and adapt to program changes and engineering compromises to access changes in configuration management/quality assurance; Analyzing interrelated issues of effectiveness, efficiency, and productivity to develop recommendations to solve issues and apply program management principles; and Takes appropriate actions to provide status of configuration management and quality assurance to the software Program Managers. OR EDUCATION: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience include planning and conducting studies of the Configuration Management/Quality Assurance (CM/QA) programs to evaluate and recommend ways to improve the effectiveness and efficiency of work operations; Maintain surveillance over software and documentation; Establish management controls such as millstones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problem; and Coordinate frequent program changes and engineering compromises to assess the resulting changes to the configuration management and quality assurance areas of the program. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year equivalent to the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of configuration management and quality assurance. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operations of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems engineering process and integrated life cycle management. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups with the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, productions, and support of subsystems or equipment, and integrate, analyze, and manage a variety of functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. DEVELOPMENTAL POSITION: This position is a developmental (GS-05, Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade.
