The Center for Health Systems Effectiveness (CHSE) works to transform health systems through actionable cross-disciplinary and collaborative research. We deliver clear and actionable findings to health care and policy decision-makers based on evidence from national and state Medicaid data, including the Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files (TAF). As the primary coordinator and implementer of Center-wide compliance activities, the Compliance Specialist will work to ensure the Center maintains compliance with contract regulations such as DUAs and IRB with minimal guidance and oversight. This includes primary responsibility for standardizing all compliance documentation across the Center and applying and documenting consistent compliance standards.

 

The Senior Compliance Specialist will do this work independently and may take on pre-award responsibilities. The Compliance Specialist may support other logistical needs of Center research projects, the administrative operations of the Center, and participate in two of the Center's governing teams, the Administrative Operations Team and the Research Operations Team. The Senior Compliance Specialist may also take on supervisory responsibilities.

 

Classification and salary both are commensurate with experience, education and internal equity.

 

Compliance Specialist salary range is $57,928 - $86,881.

The Senior Compliance Specialist salary range is $79,194 - $118,539.

Function/Duties of Position With minimal guidance and oversight, manages compliance for all regulatory activities (i.e., DUAs and IRBs) across all center-wide grants and contracts. This includes communicating with internal and external project stakeholders, tracking compliances decisions across time and projects, ensuring coherent and accessible documentation of individual project decisions, and Center-wide consistency and best practices. Maintains Center-wide compliance database.As a member of the Administration Operations governing team, support the overall operations of the Center, e.g., owning sections of the Center’s Wiki and supporting other aspects of information flows.Provides general project administration support across the Center, owning areas of work as assigned, e.g., setting project meeting agendas, creating memorandums or agreements with sponsors or between research parties, completing NIH progress reports, attending OHSU Research Administration Information Network (RAIN) meetings, contract invoicing, coordinating Center-wide biosketches, etc. Perform other duties as assigned. Required Qualifications Master’s in relevant field AND 1 year of relevant experience OREquivalent combination of training and experience.May require specific experience in particular area of research.At least 2 years demonstrated experience working on compliance (or equivalent) tasks (IRB, DUA, etc.) in a research setting.Strong time management and organizational skills; detail orientation and ability to work semi-autonomously within a team-based environment; ability to complete tasks in an accurate and timely manner, as well as to anticipate needDemonstrated proficiency with MS Office Suite including Word, Excel, Outlook and PowerPoint;Experience working within MS Teams or a similar collaborative software environment;Introductory knowledge and skill level utilizing databases.Ability to exercise sound judgment and maintain thorough documentation of the decision-making process.Strong written and verbal communication skills, including skilled communication with internal and external project stakeholders.Strong commitment to rigorous regulatory methods and objectivity & consistency in decision-making. Preferred Qualifications Knowledge of project management principles, practice, and methods.Experience in analytical, research, and program evaluation methods and study design, especially in health programs or health systems research.Experience working with diverse populations and in diverse environments.
