POSITION SUMMARY:
This position is in the Regulatory Compliance department of Marathon Pipe Line LLC (MPL) and will report to the Regulatory Compliance Director. MPL’s Regulatory Compliance department provides compliance management, oversight, and support services for pipeline assets regulated by the US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) and equivalent state regulatory agencies. This position will work with other stakeholders and program owners to manage the continuous improvement of MPL’s Control Room Management Plan, Operator Qualification Plan, and MPC’s DOT Drug and Alcohol Plan and lead or support agency inspections of these programs.
KEY RESPONSIBILITIES:
+ Provide regulatory oversight and support to ensure that MPL’s pipeline systems are operated and maintained safely and in accordance with federal and state pipeline safety laws and regulations.
+ Support program management, continuous improvement, and compliance assurance of pipeline safety regulatory programs, including but not limited to, MPL’s Control Room Management Plan, Operator Qualification Plan, and MPC’s DOT Drug and Alcohol Plan.
+ Serve with the Regulatory Compliance Director as a liaison to federal and state pipeline safety regulatory agencies.
+ Facilitate federal and state pipeline safety inspections, investigations, and audits.
+ Provide regulatory compliance expertise to MPL stakeholders and other MPC components by researching regulations, interpretations, enforcement cases, and agency guidance to assist in making risk-based business and operational decisions.
+ Conduct internal compliance assurance reviews and support the development of mitigation plans for identified deficiencies.
+ Participate in the On-Call rotation for Stop-Help-Start calls to support the management of and response to pipeline incidents.
+ Serve as a Reviewer for Management of Change requests impacting regulated pipeline assets.
+ Periodic travel to MPL’s pipeline operations centers in Findlay (OH), San Antonio (TX), the Los Angeles Basin (CA), and regulated field locations is required.
EDUCATION & EXPERIENCE:
+ Bachelor’s degree required.
+ Minimum four (4) years of experience in the petroleum pipeline industry focusing on the area of pipeline control center operations, control room management, or other regulatory compliance programs.
+ Working knowledge of pipeline control room operations, applicable regulatory requirements, and related industry standards (e.g., API 1130, 1165, and 1168) preferred.
+ Pipeline control room experience preferred.
+ Demonstrated ability to read, research, and interpret regulations or program requirements and communicate them to stakeholders.
+ Experience facilitating regulatory inspections and audits preferred.
+ Knowledge of DOT operator qualification and drug and alcohol requirements is a plus.
SKILLS:
+ Ability to work independently, manage priorities, and self-direct activities.
+ Able to debate complex issues using critical thinking, reasoning, and the ability to present arguments clearly and concisely.
+ Ability to research, analyze, interpret, and communicate complex regulations.
+ Strong written and verbal communication skills, proficient computer skills, and able to write technical reports and procedures.
+ Ability to work in both field and office locations, including traversing uneven surfaces, climbing ladders and stairways, and working outside in adverse weather conditions.
+ Ability to travel approximately 25% of the time.
This position is part of a progression. Other salary grade levels may be considered commensurate with candidate experience.
