Works independently and/or leads compliance and resolution staff and/or accountants in performing audit steps and procedures to establish and maintain a strong internal control environment. Working conditions are primarily inside an office environment with occasional outside working conditions. This position requires work schedule flexibility as required to perform citywide audits. May exercise direct supervision over assigned staff. Work Location 100 W Houston Street San Antonio, TX 78205 Work Schedule Monday - Friday 7:45 AM - 4:30 PM Essential Job Functions + Reviews policies and procedures, evaluates complex management controls, identifies control weaknesses, and formulates recommendations to improve the control environment. + Researches, interprets, and analyzes new and required changes to existing generally accepted accounting principles, generally accepted auditing standards, State and Federal laws, regulations, policies, procedures, grant audit guides, and contract provisions pertaining to programs or activities to be audited. + Monitors existing policies, processes, and procedures to ensure citywide compliance with oversight requirements and management mandates. + Participates in special investigations, projects, and programs requested by the City Manager's Office and/or Department Directors. + Leads conferences and meetings for assigned projects, occasionally includes traveling to audit sites. + Demonstrates proficiency in communication. + May provide direction to compliance and resolution or accounting staff during the performance of complex and/or sensitive audits and reviews. + Reviews working papers to ensure that they are complete, support significant conclusions and judgments, and provide the principal support for information contained in final reports. + Leads and may supervise multiple compliance and resolution projects concurrently. + Develops short and long-range compliance and resolution plans and objectives. + Performs all aspects of compliance and resolution projects with limited supervision, from initiation to final report. + Trains, evaluates and supervises assigned employees. + Performs related duties and responsibilities as required. Job Requirements + Bachelor's Degree from an accredited college or university. + Five (5) years auditing, accounting, or related analytical business experience. + Valid Class "C" Texas Driver's License. + Licensed Certified Public Accountant (CPA) or certification in auditing, accounting, and/or related fields. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. + Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted. Knowledge, Skills, and Abilities + Advanced knowledge of professional auditing and accounting standards, theory, procedures, and practices for governmental entities. + Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to audits. + Advanced knowledge of auditing and standardization of working paper procedures and techniques for both manual and automated environments. + Exceptional ability to lead and understand audit data, documents, and reports. + Demonstrated ability to proficiently lead/supervise the work of others. + Ability to work independently and perform compliance and resolution projects from inception to completion. + Ability to effectively communicate clearly. + Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, taxpayers and the general public. + Ability to maintain confidentiality of information. + Exhibits exceptional integrity, character, and professionalism. + Ability to work at will and to work a flexible schedule. + Ability to perform all the physical with or without accommodations, intellectual, and analytical requirements of the position, including decision-making.
