Schedule: Monday - Friday (8am-5pm) - Exempt position, some weekend hours may be required.

Essential Functions and Responsibilities

The Compliance Manager will direct and oversee and be the first point of contact in the LIHTC processing of both new rental applicants and existing residents alike. To ensure compliance with all federal laws, state laws, and agency regulations. This position is responsible for the production of all income certification for both existing residents and new residents within Tax Credit regulations; oversee the audit process in areas such as initial certifications, re-certifications, interim reviews, and new move-ins/move-outs. This position ensures accurate and complete compliance workflow with US Housing and related Cascade Management compliance department. The Compliance Manager position requires organization, attention to detail and strict deadlines. Overall responsible to ensure ongoing adherence and accountability to the Affordable Housing regulations. This position will direct and supervise staff.

 

Essential Duties:

1. Take an active frontline role to manage compliance of the properties LIHTC program.*

 

2. Ensure continuous compliance with housing regulatory agencies (varied) and rules and regulations set forth by Cascade Management, Inc.*

 

3. Direct, prepare, transmit, reconcile, and monitor all certifications, meeting all related deadlines.

 

4. Direct/review tenant certifications/re-certifications and all related paperwork.*

 

5. Direct, prepare, and/or monitor monthly, quarterly, and annual reporting requirements.*

 

6. Oversee collection of annual income verifications across all disciplines.*

 

7. Monitor and ensure that all tenant/property files are in good order.

 

8. Organize data and prepare reports for property tax exemptions.*

 

9. Serve as a resource for staff, management, and other departments; respond to questions on policy, procedures, rules, and regulations.

 

10. Monitor new announcements of rules, research and analyze the impact to CMI and its property.*

 

11. Oversee and review initial resident files to ensure 100% of compliance requirements are met.

 

12. Attend Affordable Multi-Family Housing and Compliance seminars and trainings as directed.*

Qualifications and Physical Demands

Education and/or Education

Bachelor’s Degree (B.A. or B.S.) in Business Administration, Social Services, Human Services, Public Administration, or related field or may substitute additional four years of relevant work experience for the required degree. Four years’ experience in affordable housing, auditing, or other related area, which must include a working knowledge/experience with the Low Income Housing Tax Credit. Prior supervisory and/or management experience. Ability to plan, organize, and conduct audits. Must possess excellent relationship building skills. Demonstrated record of team building, leadership and professional achievement. Experience working with diverse populations. Strong knowledge of Washington Landlord/Tenant and Fair Housing Law.

 

Certificates, Licenses, and Registrations
Valid Driver’s License and insurance is required.

 

Language Skills

Excellent oral and written skills. Ability to read analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to read and interpret complex document and manuals, such as regulatory agreements and compliance regulations.

 

Mathematical Skills 

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to work with mathematical concepts such as probability and statistical inferences and fundamentals of plane and solid geometry and trigonometry.


Reasoning Ability

Strong problem solving and analytical skills with attention to detail. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
