Job Description:
Parsons is looking for an amazingly talented Commercial and Contracts Director to join our team! The candidate will provide strong commercial leadership and management for every phase of a large infrastructure program, consisting of multiple drainage system and tunneling projects.
We are seeking an experienced Commercial and Contracts Director to lead this high-profile project, who has proven experience of leading successful rainwater drainage (stormwater), sewage network and tunnelling projects in the GCC and Internationally. Experience with projects focused on climate resilience and sustainable infrastructure is highly desirable.
In this role, you will manage all commercial activity for the program, working with the client team and the project team to assure on-schedule completion within or below budget and in accordance with all client requirements. Provide commercial leadership, management and guidance to assigned personnel and ensure proficiency and timeliness of commercial and contract administration, including reviewing contracts and identifying potential conflicts, together with compliance with commercial processes and procedures.
What You'll Be Doing:
Play the leading and pivotal role in supporting the client project executives, Program Director and program team in monitoring and controlling the performance of contracted services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.
Lead Project start up, implementation of procurement, commercial and contractual procedures and protocols.
Regularly monitor compliance with processes and where possible identify areas where improvements can be made
Assist in negotiations to facilitate the placing of Major Contracts.
Negotiate and clarify contractual requirements in meetings with consultants and contractors.
Provide direction and expertise on commercial & procurement activities for strategic requirements.
Provide oversight on Review Tender submissions and evaluation of the same for recommendation to the client.
Responsible/manage with others the overall cost of the Project(s) (Budget and Forecasts).
Manage resources and performance within allocated budgets
Manage a team of both pre and post contract commercial staff, with other managers, commercial and procurement resources to ensure project requirements are fulfilled
Responsible/manage with others all commercial and procurement duties, including payments, change management, variations and issuance of commercial and procurement reports.
Advise the Client on all procurement, commercial and contractual issues for the various Contracts.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Quantity Surveying, or related field.
25+ years of relevant leadership experience.
Significant experience in PMO/PMC on giga / mega value projects.
Prior experience working on major infrastructure, drainage, sewage, tunnels, utilities projects essential.
Major earthworks and/or tunneling experience would be preferred.
RICS, MRICS, or equivalent.
Requires a comprehensive knowledge of industry business practices and the negotiation of contracts.
Ability to perform in a senior management capacity.
GCC (Gulf Cooperation Council) experience preferred.
Experience with sustainable infrastructure projects and climate resilience initiatives is highly desirable.
Experience in managing relationships with a wide range of stakeholders.

Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
Familiarity with advanced drainage technologies and systems.
