The Opportunity:
Serve as the FMS Baseline Engineer, providing expert technical leadership to the PMS 525 Technical Director in executing ship acquisition programs for U.S. Naval Combat Systems, with a primary focus on the Egyptian Navy (EN) Fast Missile Craft (FMC) Foreign Military Sales (FMS) case and supporting other country-specific FMS programs as needed. Lead combat system integration and engineering efforts, developing and implementing process improvements to enhance efficiency and achieve cost savings. Deliver exceptional support that consistently exceeds performance objectives and standards. Leverage extensive naval combat systems knowledge to ensure seamless integration and optimal performance of shipboard sensors and weapons systems across various FMS programs. Collaborate with cross-functional teams to address complex technical challenges and drive innovative solutions in support of naval combat system acquisition and integration efforts.

Responsibilities:

Lead Combat Systems (CS) integration and engineering support for the Egyptian Navy FMC FMS program, providing strategic recommendations to the Technical Director on optimal approaches, innovative solutions, and risk mitigation strategies to ensure program success.

Manage CS CDRL review processes, ensuring efficient resolution and compliance with contract requirements.

Collaborate with CS Cert and Safety leads on FMC-specific and other FMS program plans for PMS 525 approval.

Establish Mission System Software baseline management processes, coordinating with key stakeholders.

Ensure FMC Combat System computer programs meet mission requirements and achieve proper certification.

Orchestrate FMC CS sustainment efforts, focusing on long-term support for the Egyptian Navy.

Conduct technical investigations throughout the FMC Combat System lifecycle.

Develop and implement FMC-specific Combat System Release & Disclosure Guidelines and provide recommendations to the Technical Director.

Ensure compliance with U.S. Navy system security requirements for export to Egypt and other FMS countries.

Perform comprehensive reviews of FMC-related documentation and materials.

Oversee System Installation, Checkout, and Test planning and execution for the FMC program.

Provide expert support for FMC System Design Certification and Acceptance Testing.

Identify and implement process improvements to enhance efficiency and reduce costs.

Liaise with government technical project managers to exceed performance standards.

Foster collaboration among combat systems stakeholders for the Egyptian Navy FMC.

Represent the client to internal and external program office stakeholders.

Analyze and coordinate FMC program acquisition activities, assessing schedule and performance impacts.

Enforce rigorous version control processes, ensuring clear communication with all stakeholders.


Qualifications:

Professional experience leading a team in naval combat systems design integration and engineering

Comprehensive knowledge of FMS acquisition programs and compatibility with foreign naval systems and proven experience in US Navy shipbuilding programs

Substantial experience with DoD, Navy, and FMS products/services

Thorough understanding of FMS Releasability and System Security exportability requirements

Expertise in systems engineering design artifacts and processes

In-depth knowledge of surface naval combatant systems and operator/maintainer competencies

Comprehensive understanding of DoD acquisition processes and Navy applications

Demonstrated experience across all stages of combat systems life cycle

Excellent communication and stakeholder management skills

Advanced proficiency in Microsoft Office applications

Strong ability to work independently and collaboratively

Willingness to travel domestically/internationally up to 25% of the time

Thorough familiarity with US Navy surface combat systems (e.g., COMBATSS-21, AHWCS, Phalanx, RAM)

General experience with US Navy platforms, Naval Gun Weapon Systems, C4I, sensors, and Electronic Warfare systems  

BA/BS degree or equivalent experience

Active DoD Secret security clearance

The proposed salary range for this position is:

$89,500-$188,000
