As the Civil/Structural Engineer, you will review and provide input on conceptual designs (<15% design), charrettes, designs at 35%, 50%, Pre-Final and Final, submittals, shop drawings, and documents prepared by NAVFAC personnel, NAVFAC contracted A&E design firms, and other contracted firms.
ESSENTIAL JOB FUNCTIONS:
Assist the government in developing conceptual designs (<15% design), charrettes, designs at 35%, 50%, Pre-Final, and Final design documents. Assist the government in post award design services and post construction award services for design submittals, construction submittals, and shop drawings. Assist the government developing estimates of quantities and cost estimates for construction projects. Provide general engineering support for projects that include but are not limited to: calculation of environmental and blast loads; analysis and design of vertical and lateral force resisting system, shallow and deep foundations, retaining structures, and utility supports; and design of structural elements using common building materials (concrete, steel and timber). Provide timely and professional specialized structural engineering support, including cost engineering support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development. Utilize knowledge of engineering as it relates to cost and participates in planning, budgeting, designing, and construction of new construction, renovation and improvement projects for a variety of complex military construction projects. Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements. Apply engineering skills to effectively assess customer's requirements and develop innovative solutions.
EDUCATION & EXPERIENCE:
Bachelors with 8+ years (or commensurate experience) Registration as Professional Engineer (PE) in the discipline of civil engineering – structural is required. Structural Engineering (SE) registration is desired. The PE license is by a United States state, commonwealth, or territory, or the District of Columbia. A minimum of 10 years of professional civil engineering - structural code compliant facilities design experience for new construction and renovation design experience, is required. Completion of a course of studies accredited by the Accreditation Board for Engineers and Technology (ABET) or substantial equivalency for a civil engineering program from a college or university for a bachelor’s or master’s degree in civil engineering with emphasis in structural engineering, supplemented by a considerable amount of hands-on facilities design experience, is required.
KNOWLEDGE & SKILLS:
Expert in advanced structural engineering concepts, principles and practices as they apply to a wide range of shore facilities, including piers, housing, medical facilities, and aviation facilities. Professional knowledge, ability, and skill in applying the theories, concepts, principles, computer systems applications, and methodology of structural engineering relevant to a wide range of construction projects. Mastery of advanced concepts, principles and practices in structural engineering that enables them to serve as a recognized subject matter expert. In-depth knowledge of DOD and Navy guide specifications, criteria, policy, industry codes and standards, and standard practices as related to structural and civil engineering design including the International Building Code and ASCE 7 (Minimum Design Loads for Buildings and Other Structures). In-depth knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting structural engineering design throughout the NAVFAC AOR. Knowledge of related architectural and engineering fields and their associated impacts as related to structural/civil engineering design. Professional knowledge and skill conducting studies and analysis of requirements for cost, labor, and/or materials; evaluation and advice on cost estimates and contract change orders. Knowledge of DoD and Navy cost engineering criteria and policy. Skill in the use of software/systems, such as Whole Building Design Guide (WBGD), AutoCAD, structural design/analysis software, Specs-In-Tact technologies, Microsoft Office products, cost engineering software, and other applicable DoD computer systems. Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts. Ability to develop estimates of quantities and cost estimates for construction projects. Ability to make oral presentations of proposed designs and results of studies. Knowledge of cost estimating, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
