In addition, our mechanical capability enables us to self-perform the most technically challenging mechanical, fuels and energy work. www.cmscorp.com CMS is currently looking for aCivil Site Safety and Health Officer (SSHO) Candidate must have a minimum offive (5) yearsof construction industry safety experience on previous projects of at least $10 million, DoD construction experience, and heavy civil and airfield pavement experience. The candidate must be familiar with the requirements of EM 385-1-1 Section 1 and have experience in the areas of hazard identification and safety compliance. The candidate must be capable of interpreting a critical path schedule and construction drawings. The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project. The SSHO must be at the work site at all times to implement and administer the Contractor’s safety program and Government-accepted Accident Prevention Plan. Duties and Responsibilities (Essential Job Functions) + Conduct daily safety and health inspections and maintain a written and/or electronic log which includes are/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors’ daily projection report. + Conduct mishap investigations and complete required accident reports. Report mishaps and near misses. + Use and maintain OSHA’s Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors, and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board. + Maintain applicable safety reference material on the job site. + Attend the pre-construction meeting, pre-work meetings including preparatory meetings, and periodic in-progress meetings. + Prepare the written site-specific APP and AHAs for compliance with EM 385-1-1 and UFGS 01 35 26 respectively, and approve, sign, implement and enforce them. + Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution. + Ensure subcontractor compliance with safety and health requirements. + Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS). + Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings. + Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors. + Control hazardous working conditions and unsafe employee activities through safety management and contacting supervisory personnel + Safety orientation for all on-site personnel including sub-contractors + Develop a confined or enclosed space entry plan in accordance with EM 385 1-1, applicable OSHA standards 29 CFR 1910, 29 CFR 1915, and 29, CR 1926, OSHA Directive CPL 2.100 + Document all accidents, safety violations, unsafe conditions/activities + Investigate all on site property damage and personal injury situations and make recommendations for corrective action + Review documentation to insure all required records and reports are complete, accurate and submitted per established procedures, and implement appropriate corrective action as required + Accompany all safety, health and insurance inspectors on walk through tours. Coordinate / assist in preparing written appeals for safety violation citations + Perform other duties as assigned Requirements Education and Experience + Minimum 5 years safety work experience on federal government projects; Bachelor's degree preferred + CHST,CSP or STS a plus + 30-Hour OSHA Construction safety class within last 5 years + Have and average of at least 24 hours of formal safety training each year for the past 5 years + Strong knowledge of EM-385-1-1 Knowledge, Skills, and Abilities + Must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. + Must be capable of reading, writing, and conversing fluently in English language, on the job-site at all times during the performance of contract work. + Must professionally represent the company verbally, in writing, and in person to clients, associates, and all others that may have contact with. + Ability to make informed decisions and take responsibility for the outcomes. Willingness to embrace personal and professional development. + Excellent organization and documentation are required. + Proficient in Microsoft Office/Office 365 Applications + The candidate must have outstanding verbal and written communication skills and be organized to manage the construction process + Willingness to embrace personal and professional development + Ability to effectively work with a team to achieve project goals + Must have a valid driver's license and be insurable under the company auto insurance program Supervisor Responsibilities: + Reports directly to the Director of Health and Safety with direction from the Project Manager Working Conditions: + Physical effort requires frequent lifting or moving of materials on a daily basis. + Is regularly required to sit or stand, bend, and reach, and drive. + Ability to lift up to (40) pounds and walk a project site and potentially rough terrain. + Work is regularly performed in outside weather conditions. + Must have valid driver's license, be insurable on the company insurance and able to travel as required. + Must meet the eligibility requirements for access to US Government facilities. + Must be on-site for the duration of the project.
