Responsibilities Responding to requests for information from prospective bidders for supply, service and construction contracts. Proactively communicates with customers, stakeholders, adjacent property owners and regulatory agencies. Reviewing project designs and contract packages for constructability, accuracy, responsibility, and construction cost estimate feasibility. Works with specialists and regulatory agencies to obtain required permits. Construction Administration – Inspection of construction requirements and administration of construction contracts. Includes schedule and cost control. Inspecting, investigating and assessing assets and features to identify deficiencies and engineer solutions to problems. Includes conducting condition assessments for the facility asset management database. Requires in-depth knowledge of engineering analysis and design methods, criteria, standards and codes, and applicable state or federal statutes and regulations. Design, both self-performing “in-house” design and Contracting Officer Representative administration of Architect and Engineering firm design, including collaboration, specifying, drafting, estimating, project management and mentoring. Performing market research, engineering modeling and computations, drafting specifications, drawing plans, planning construction sequencing and schedules, and preparing cost estimates. Manages projects for compliance with scope, schedule and budget. Inspection of construction requirements and administration of construction contracts. Responding to requests for information from prospective bidders for supply, service and construction contracts. For the GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Inspecting, investigating and assessing assets and features to identify deficiencies and engineer solutions to routine problems across most civil engineering disciplines with journeyman level knowledge of engineering analysis and design methods, criteria, standards and codes. Performing all aspects of engineering design for moderately large or complex civil engineering projects as well as reviewing project designs and contract packages. Performing construction contract inspection for moderately large or complex contracts. Managing diverse programs of work for engineering groups and proactively communicating with customers and stakeholders. - OR- 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in engineering - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience at or equivalent to the GS-09 level and appropriate education as described in this announcement. For the GS-12: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Inspecting, investigating and assessing assets and features to identify deficiencies and engineer solutions to routine problems across most civil engineering disciplines with journeyman level knowledge of engineering analysis and design methods, criteria, standards and codes. Performing all aspects of engineering design for moderately large or complex civil engineering projects as well as reviewing project designs and contract packages. Performing construction contract inspection for moderately large or complex contracts. Managing diverse programs of work for engineering groups and proactively communicating with customers and stakeholders. Working with interdisciplinary teams to analyze and mitigate environmental risks and working with specialists and regulatory agencies to obtain required permits. Physical Demands: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites which typically is performed outside and may involve periods of walking, bending, climbing, stooping. crouching, crawling, or driving motor vehicles to worksites. Field sites may also include complex features and/or construction, or industrial setting. Work may also include lifting of moderately heavy items weighing less than 50 pounds The work may also involve some overnight travel for training. meetings, stays and site visits. Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Education A. This position requires a Engineering degree or a 4-year course of study leading to a bachelor's degree in a school of engineer with at least one program accredited by ABET or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1-Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. 2-Written Test-- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3-Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. 4-Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
