Child/Youth Project Director
Description ICF seeks an Educational Consultant to work within our Youth and Adult Education (YAE) portfolio. The YAE portfolio provides federal, state, and other clients with a wide range of technical assistance, applied research, evaluation, and continuous quality improvement services. Our work focuses on important education policy issues; uses proven and innovative methods for delivering high-quality, timely technical assistance; seeks to inform and support education stakeholders in learning how to implement promising practices; and involves working closely with clients to ensure that services are relevant, responsive, useful, and make a difference. The Educational Consultant will work with clients such as U.S. Department of Education and State and local educational agencies. This role will be an On-Call hourly position/Remote for Region 3 (DC, DE, MD, NJ, PA) Key Responsibilities: In this role you will be responsible for developing and maintaining strong, collegial relationships with state education agencies (SEAs) and other clients to provide high-quality, relevant, and useful capacity-building technical assistance. The consultant will conduct needs assessment; develop and deliver technical assistance that clearly addresses client needs; monitor and course correct services; coordinate with project evaluators to curate evidence; and liaise with clients. In addition, the consultant lead and/or coordinate technical assistance teams to ensure the provision of high-quality services to clients. Key project tasks may include: Serve as key point of contact with clients, internal teams, and leadership Nurture ongoing relationships with clients; manage client needs assessment in a systematic and ongoing manner; communicate needs to technical assistance teams and project leadership; develop, provide, and broker services to clients based on needs Serve as point of contact with other technical assistance providers, as needed, and manage collaborative work, brokering services as appropriate Participate on technical assistance teams providing services to clients, contributing technical and process expertise Develop technical assistance plans in collaboration with clients, internal teams, and leadership Provide technical assistance plan management of planned activities and staff Develop technical assistance resources, such as information briefs, whitepapers, tools, rubrics, processes, etc., according to high standards of quality and in compliance with internal quality control processes Develop, deliver, monitor, and course correct ongoing technical assistance services Coordinate and collaborate with project evaluators to curate evidence, collect information, and schedule data collection and reporting activities Assist in contributing to required formal reports and contribute to internal documentation systems Advise leadership about emerging state and federal education policy issues, technical assistance strategies, and new resources Participate in team and all-staff meetings to discuss progress of technical assistance initiatives, emerging needs and issues, and challenges to service provision Basic Qualifications: + Doctorate or Master’s degree + A minimum of 10 years of experience working in Education + A minimum of 5 years at a state education agency and/or providing TA to a state education agency + A minimum of 5 years of work experience designing and providing education technical assistance + A minimum of 5 years working in at least one content area of education expertise (such as accountability systems; assessment; college and career readiness; English learners; equity; literacy; school improvement; social-emotional learning; STEM education; teacher and leader recruitment, development, and retention; etc.) Preferred Skills/Experience: + Doctorate or Master’s degree in education, social sciences, public administration, or related subjects + Previous experience providing support to state education agency in Region 5 + Extensive experience developing high quality technical assistance materials, including information briefs, whitepapers, tools, presentations, and processes + Strong team player with the ability to take initiative and work well independently + Excellent verbal, oral, interpersonal, and written communication skills + Proficiency in MS Office and other standard office applications (Word, PowerPoint, Outlook, Excel, Teams) + Knowledge about capacity building, coaching, and other adult learning approaches + Proven ability to manage competing priorities, perspectives, and stakeholder needs + Recent experience contributing to projects for the US Department of Education’s offices and programs + Experience working in a consulting environment + Knowledge about how to help organizations plan and implement large, complex initiatives + Superior attention to detail and the ability to meet stringent deadlines + Strong analytical, problem-solving, and decision-making capabilities **Working at ICF** ICF is a global advisory and technology services provider, but we’re not your typical consultants.
