Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, DOL, Base Kodiak, Personnel Support Department, Base Kodiak MWR Div PM/CDC, Kodiak AK. Responsibilities You will serve as the director of the U.S. Coast Guard Child Development (CDC) at Base Kodiak and function as the focal point for the child development services (CDS) and family childcare (FCC) programs, and serve as the local subject matter expert for all Active Duty Coast Guard members and their family members along with other authorized patrons requesting CG provided childcare services. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: -Responsibility for supervision, administrative and human resource management functions for all 25+ CDC staff and all in home family childcare providers. -Developing, acquiring and/or presenting required training to all CDC staff to comply with 20-hour annual training expectation. -Ensuring staff meet required background check and medical examination timelines as established by policy. -Reviewing monthly financial statement records as related to the annual budget, adjusting operations, as necessary. -Recommending childcare fee/tuition structure based on program budget requirements; recommending and implementing program budget changes as necessary. -Preparing staff, facility, program, and parents for National Association for the Education of Young Children (NAEYC) accreditation including the self-study and parent questionnaires. -Maintaining required records on the children; responsibility for the accuracy of all CDC files in relation to compliance standards set by CG program. Requirements Conditions of Employment U.S. Citizenship is required. This position requires a Care National Agency Check with Inquiries (CNACI). The position requires a valid state driver's license. Qualifications To qualify, applicants must meet the Basic Requirements of the position: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position such as child development or early childhood education. OR Combination of education and experience--courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirements, applicants must also have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR, At least one year of specialized experience equivalent to the GS-09 level (in federal service) Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Some examples of specialized experience are: Managing the operation of a childcare center Developing and implementing programs for center-based childcare services Preparing an annual budget and funding request Ensuring daily inspections are made to assure compliance with health, safety, fire, facility, and program requirements Preparing requests for program date for transmittal to the program manager. **You MUST attach unofficial transcript(s).** This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
